RESOLUTION REAPPOINTING MEMBERS TO THE PASSAIC COUNTY WORKFORCE DEVELOPMENT BOARD FOR A THREE (3) YEAR TERM, PURSUANT TO THE WORKFORCE INNOVATION AND OPPORTUNITY ACT OF 2014

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to the Workforce Innovation and Opportunity Act of 2014, the Board established the Passaic County Workforce Development Board to develop and submit a comprehensive four-year local plan, and other conditions as stated therein, to aid in workforce development activities in the County; and
WHEREAS, according to Section 107 of the Workforce Innovation and Opportunity Act of 2014, at a minimum, (a) a majority of the members of each local board shall be representatives of business in the local area; (b) no less than twenty percent (20%) of the members of each local board shall be representatives of the workforce within the local area; (c) each local board shall include representatives of entities administering education and training activities in the local area; (d) representatives of governmental, economic and community development entities serving the local area; and such other individuals or representatives of entities as the chief elected official in the local area may determine appropriate; and
WHEREAS, on October 27, 2020, the Board passed Resolution No. R20200888, appointing Theresa M. Howard to the Workforce Development Board for a three (3) year term, commencing October 27, 2020 and expiring October 27, 2023; and
WHEREAS, on March 23, 2021, the Board passed Resolution No. R20210272, appointing Antonina M. Linteris, Debora Hoffman, Janet Aguilar, Marcia McNeel, Michael L. Powell, and Orlando Cruz to the Workforce Development Board for a three (3) year term; and
WHEREAS, the Executive Director of the Workforce Development Board is recommending to reappoint Theresa M. Howard, Antonina M. Linteris, Debora Hoffman, Janet Aguilar, Michael L. Powell, and Orlando Cruz to the Workforce Development Board for a three (3) year term; and to appoint Marvin Major in lieu of Marcia McNeel; and
WHEREAS, this matter was discussed at the April 10, 2024 Administration and Finance Committee meeting, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to the Workforce Innovation and Opportunity Act of 2014, the Board of County Commissioners of the County of Passaic reappoints Theresa M. Howard, Michael L. Powell, Antonina M. Linteris, Orlando Cruz, Janet Aguilar, and Deborah Hoffman and appoints Marvin Major to the Passaic County Workforce Development Board for a three (3) year term, as follows:

LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, Director of the Workforce Development Board, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
