RESOLUTION AUTHORIZING A PUBLIC HEARING AND ADVERTISEMENT OF THE NOTICE OF PUBLIC DISPLAY FOR THE PASSAIC COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT FY 2024 ANNUAL ACTION PLAN, AS AUTHORIZED BY 24 CFR SECTION 91.105.

WHEREAS, the County of Passaic is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Board adopted Resolution R-2017-0630 on July 18, 2017, which created the Passaic County Citizen Participation Plan (hereafter “Plan”) under 24 CFR, Section 91.105, for the community at large; and
WHEREAS, the Plan allows for a thirty (30) day period of review of the action to be taken by the Board on the recommendations for the award of funds included in the Community Development Block Grant (hereafter “CDBG”) FY 2024 Annual Action Plan; and
WHEREAS, the Passaic County Department of Planning and Economic Development (hereafter “Department”) has received and reviewed applications from various participating municipalities and not-for-profit organizations for program fiscal year 2024 and has made recommendations for awards; and
WHEREAS, the proposed funding allocations include the following and may be adjusted in response to notification by United States Department of Housing and Urban Development of the final CDBG FY 2024 allocation:
1. Borough of Bloomingdale - Senior Center Floor Renovation: $70,000;
2. Borough of Haledon- Cliff Street Drainage Improvement Project: $80,000;
3. Borough of Hawthorne - ADA Ramp Installations: $60,000;
4. Township of Little Falls - Clarence Avenue Rehabilitation Project: $60,000;
5. Borough of Prospect Park - North 14h Street and Cyril Avenue Roadway Improvement Project: $80,000;
6. Borough of Totowa - Sanitary Sewer Project - Route 46 and Riverview Drive.: $80,000;
7. Borough of Wanaque- Boulevard Water Main Improvement Project: $80,000;
8. Borough of Woodland Park- Woodland Park Community Center ADA Rehabilitation Project: $75,000;
9. NewBridge Services- Little Falls Affordable Housing Rehab at 137 Newark Pompton Turnpike, Little Falls Group Home: $15,000
10. Passaic County Habitat for Humanity- Passaic County Critical Repair Program: $112,678
11. Children’s Aid and Family Services- Roof and Gutter Replacement at 2012 Macopin Road, West Milford Group Home: $30,000
12. County Court-Appointed Special Advocate (“CASA”): $30,000;
13. Administration: $193,170 (20%); and
WHEREAS, the Department seeks to have a virtual public hearing via WebEx and a simultaneous in-person public hearing at 401 Grand Street, Paterson, NJ, Room 417, on the CDBG FY 2024 applications and awards on June 11, 2024, at 12:00 noon, WebEx meeting link: and
WHEREAS, the Department also seeks to publish an advertisement (note attached) in a newspaper of local circulation, announcing the availability of the CDBG FY 2024 Annual Action Plan for a thirty (30) day public review period between May 10, 2024 and June 12, 2024 including the recommendation of grant awards; and
WHEREAS, this matter was discussed at the April 10, 2024, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to 24 CFR, Section 91.105, the Board of County Commissioners of the County of Passaic (hereinafter “Board”) hereby authorizes the Clerk to the Board to publish, in a newspaper of local circulation, notice of a simultaneous virtual public hearing and in-person public hearing to be held on June 11, 2024 at 12:00 noon to allow for public comment on the Passaic County FY 2024 Passaic County Community Development Block Grant Program Annual Action Plan.
