RESOLUTION AUTHORIZING THE DEPARTMENT OF CULTURAL & HISTORIC AFFAIRS TO APPLY FOR THE HISTORIC SITE MANAGEMENT GRANTS FY24 FROM THE STATE OF NEW JERSEY, DEPARTMENT OF COMMUNITY AFFAIRS, NEW JERSEY HISTORIC TRUST, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the State of New Jersey, Department of Community Affairs, New Jersey Historic Trust is offering the Historic Site Management Grants FY24, which provides support for non-construction activities including the preparation of condition assessments, construction documents, disaster preparedness plans, and archaeological studies; and
WHEREAS, the Director of the Department of Cultural & Historic Affairs (hereafter “Department”) is recommending that the County apply for the Historic Site Management Grants FY24, in the amount of seventy-five thousand dollars ($75,000.00); and
WHEREAS, per the requirements to accept the grant, the County must provide a dollar match in the amount of eighteen thousand seven hundred fifty dollars ($18,750.00); and
WHEREAS, the Department intends to use these funds to conduct a County-wide bridge and culvert survey which will support both preservation requirements for any permitting and construction undertakings by the County’s Engineering Department; and
WHEREAS, matching funds will be made available in the Open Space Trust Fund, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the April 10, 2024, meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic authorizes a grant application to the Historic Site Management Grants FY24 from the State of New Jersey, Department of Community Affairs, New Jersey Historic Trust, in the amount of seventy-five thousand dollars ($75,000.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Director of the Department of Cultural & Historic Affairs, and Director of the Board of County Commissioners are authorized execute any documents for the grant application and take any other steps necessary to carry out the purpose of this Resolution.
