RESOLUTION AUTHORIZING AN INCREASE IN APPROPRIATION AWARDED TO ACE SECURITY INC., TO PAY FOR ANY FUTURE SERVICES OR SUPPLIES TO BE USED ON AN AS NEEDED BASIS BY VARIOUS PASSIAC COUNTY FACILITIES AND INSTITUTIONS, AS PER BID SB-23-012, PURSUANT TO N.J.S.A. 40A:11-1

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Passaic Board of County Commissioners (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on December 27, 2022, the Board passed Resolution No. R-22-1235 authorizing an award of contract to Ace Security Inc., for a contract period beginning on March 10, 2023, expiring on March 9, 2025, for Hardware Catalog % Discount, to be used on an as-needed basis for an amount not to exceed thirty-five thousand each year for a total contract amount of seventy thousand dollars ($70,000.00); and
WHEREAS, the Superintendent of Buildings and Grounds is recommending an increase in appropriation to Ace Security Inc., in the amount of seventy thousand dollars ($70,000); to pay for any future services or supplies to be used on an as needed basis by various Passaic County Facilities and Institutions through the expiration of the Contract period on March 9, 2025; and
WHEREAS, this matter was discussed at the May 8, 2024, meeting of the Public Works Committee and is being recommended to the Board for approval; and
WHEREAS, any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant N.J.S.A. 40A:11-1, the Board of County Commissioners of the County of Passaic is authorizing an increase in the appropriation under the contract to Ace Security Inc., in the amount of several thousand dollars ($70,000.00) to pay for any future service or supplies to be used on an as needed basis by various Passaic County Facilities and Institutions through the expiration of the Contract period on March 9, 2025, under SB-23-012, for a new total award amount of fourteen hundred thousand dollars ($140,000.00).
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
