UTILIZE TEMPORARY STAFFING FOR THE DEPARTMENT OF SENIOR SERVICES, DIVISION OF WEATHERIZATION AND HOME ENERGY, PURSUANT TO N.J.S.A. 40A:11-12, ET.SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the County, through its Division of Weatherization and Home Energy (hereafter “Division” of the Department of Senior Services administers various programs to reduce energy costs for low-income residents in Passaic County by improving energy efficiency; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, et.seq., the County may, without advertising for bids, or having rejected all bills obtained pursuant to advertising thereof, purchase any goods or services under any contract(s) for such goods or services entered into by the State of New Jersey, Department of the Treasury, Division of Purchase and Property; and
WHEREAS, pursuant to Resolution R-23-0079, dated February 14, 2023, the Board authorized temporary staffing services to vendor 22nd Century Technologies, Inc., through State Contract No. 23-GNSV1-35293 to address understaffing in the Division ‘s Home Energy Offices, in the amount of thirty thousand and 00/100 ($30,000.00) dollars; and
WHEREAS, pursuant to Resolution R-23-0821, dated September 5, 2023, the Board authorized an increase to the purchase order by forty thousand and 00/100 ($40,000.00) dollars, increasing the total amount to seventy thousand and 00/100 ($70,000.00) dollars; and
WHEREAS, the Director of the Division’s Home Energy Offices is requesting to increase the purchase order amount of fifteen thousand and 00/100 ($15,000.00) dollars, increasing the total amount to eighty five thousand and 00/100 ($85,000.00) dollars;
WHEREAS, the Division is requesting to utilize available Home Energy grant funds for this request; and
WHEREAS, funds are available in Account No. G-01-41-706-024-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the May 7, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12 et.seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the increase to the purchase order to vendor, 22nd Technologies, Inc., through the State Contract No. 23-GNSV1-35293, in the amount of fifteen thousand and 00/100 ($15,000.00) dollars, increasing the total amount to eighty five thousand and 00/100 ($85,000.00) dollars; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Chief Financial officer, Director of the Division of Weatherization & Home Energy, and Purchasing Agent are authorized to take any action necessary to carry out the purpose of this Resolution.
