RESOLUTION AUTHORIZING AN AWARD FROM THE PASSAIC COUNTY DEPARTMENT OF HUMAN SERVICES TO RUBY’S VISION, INC., FOR COMPREHENSIVE WRAPAROUND SERVICES TO RESIDENTS IN THE AMOUNT OF $17,500.00 FOR A CONTRACT TERM FROM MAY 1, 2024, THROUGH SEPTEMBER 30, 2024, AS AUTHORIZED BY N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with managing the property, finances, and affairs of the County; and
WHEREAS, the County through its Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, pursuant to N.J.S.A. 40A-11.6.1(a), the Department solicited three (3) quotes from local vendors for the web hosting and professional support services; and
WHEREAS, pursuant to N.J.S.A. 40A-11.6.1(a), the Department has identified Ruby’s Vision as the vendor most advantageous to the County in performing this role; and
WHEREAS, the Department is requesting a resolution authorizing a grant award from the Passaic County Department of Human Services to Ruby’s Vision, Inc, for comprehensive wraparound services to residents who have been screed for substance use disorder or co-occurring disorders and their families in the amount of seventeen thousand five hundred and 00/100 ($17,500.00) dollars for the contract term from May 1, 2024 through September 30, 2024; and
WHEREAS, funds are available in Account No. G-01-41-736-024-PE1 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the May 7, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter “Board”) authorizes a grant award from the Passaic County Department of Human Services to Ruby’s Vision, Inc, for comprehensive wraparound services to residents who have been screed for substance use disorder or co-occurring disorders and their families in the amount of seventeen thousand five hundred and 00/100 ($17,500.00) dollars for the contract term from May 1, 2024 through September 30, 2024; and
LET IT BE FURTHER RESOLVED, that the County Administrator, County Counsel, Clerk to the Board, and the Director of Human Services for the County of Passaic are authorized to take all necessary action to carry out the purpose of this Resolution.
