RESOLUTION AUTHORIZING A MINOR SCOPE OF WORK CHANGE FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY 2023 BOROUGH OF PROSPECT PARK NORTH 11TH STREET ROADWAY IMPROVEMENT PROJECT FROM STRUYK AVENUE TO PRESCOTT AVENUE.

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-23-0644 on June 27, 2023, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2023-2027 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted the FY 2023 Annual Action Plan via Resolution R-23-0644 on June 27, 2023; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2023 Annual Action Plan to the Borough of Prospect Park (hereafter “Borough”) for one hundred thousand and 00/100 ($100,000.00) dollars to implement the North 11th Street Roadway Improvement Project from Struyk Avenue to Prescott Avenue; and
WHEREAS, the Borough has notified the Division of Economic Development, see attached Municipal Resolution, that the Borough would like to amend the scope of work for the North 11th Street Improvement Project because PSE&G already paved a portion of North 11th Street from Struyk Avenue to Prescott Avenue; and
WHEREAS, the Borough seeks to add a new location for the North 11th Street Improvement Project to include Struyk Avenue from Savoy Place to North 15th Place and will continue to include North 11th Street from Planten Avenue to Struyk Avenue in the scope of work; and
WHEREAS, this matter was discussed at the May 8, 2024, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and
WHEREAS, the Board considers this matter to be a benefit to the community and its residents;
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes the minor change in the scope of work of the Community Development Block Grant Program FY 2023 grant to the Borough of Prospect Park as set forth above; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and the Director of Economic Development are hereby authorized to act as the authorized representative of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
