RESOLUTION AUTHORIZING THE PASSAIC COUNTY SHERIFF’S OFFICE TO HIRE ENTRY LEVEL SHERIFF’S OFFICER APPLICANTS THROUGH THE EXEMPTION PROCESS PERMITTED BY N.J.S.A. 11A:4-1.3 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 11A:4-1.3 et seq. the Civil Service Commission shall exempt from the requirement to take an examination for an entry level sheriff’s officer position if a person has successfully completed a full Basic Course for Police Officers Training at a school approved and authorized by the New Jersey Police Training Commission within nine months from the date of hire as a temporary entry-level officer under the provisions of this section; and
WHEREAS, N.J.S.A. 11A:4-1.3(c)(2) further permits a county sheriff’s department to hire a person exempt from the requirement to take an examination, including sheriff’s investigators, upon the adoption of a conflict of interest and nepotism policy; and
WHEREAS, the Passaic County Sheriff has represented that such a conflict of interest and nepotism policy has been adopted within his office; and
WHEREAS, the PCSO now seeks approval of the Board to accomplish same; and
WHEREAS, this matter has been reviewed by the Administration and Finance Committee and is being recommended to the Board of for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners of the County of Passaic hereby authorizes the Passaic County Sheriff’s Office to hire entry level sheriff’s officers through the process established by the Civil Service Commission which exempts certain people from the requirement to take an examination upon successful completion of a full Basic Course for Police Officers Training at a school approved and authorized by the New Jersey Police Training Commission within nine months from the date of hire as a temporary entry-level officer under N.J.S.A. 11A:4-1.3 et seq.
LET IT BE FURTHER RESOLVED, that the Sheriff or his designee, Director of the Board of County Commissioners, County Administrator, County Counsel, Clerk of the Board, Chief Financial Officer, and any other employee for the County of Passaic may take any action necessary to effectuate the purpose of this Resolution.
