RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO DEER CARCASS REMOVAL SERVICE, LLC D/B/A DCRS TO SCREEN, LOAD, AND RECYCLE STREET SWEEPINGS ON COUNTY ROADS FOR THE CALENDAR YEAR 2024, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Supervisor of Roads is seeking a contractor to screen, load, and recycle street sweepings collected on County roads; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, the County is a member of the Somerset County Cooperative Pricing System, #2SOCCP, which awarded a contract for Street Sweeping Debris Disposal Services #CC-0067-22 to Deer Carcass Removal Service, LLC, d/b/a DCRS of Cream Ridge, New Jersey to provide such goods and services; and
WHEREAS, Deer Carcass Removal Service, LLC, d/b/a DCRS, provided a quote to the Supervisor of Roads to screen, load, and recycle street sweepings collected on County roads for the period beginning January 1, 2024 through December 31, 2024, in an amount not to exceed thirty-nine thousand six hundred dollars ($39,600.00) attached to and made part of this resolution, which is being recommended for approval by the Supervisor of Roads; and
WHEREAS, funds are available in Account No. 4-01-26-151-001-R03 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the May 29, 2024 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to Deer Carcass Removal Service, LLC, d/b/a DCRS, to screen, load, and recycle street sweepings collected on County roads for the period beginning January 1, 2024 through December 31, 2024, in an amount not to exceed thirty-nine thousand six hundred dollars ($39,600.00), as recommended by the Supervisor of Roads.
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
