RESOLUTION AUTHORIZING THE PURCHASE OF EMERGENCY EQUIPMENT FOR A 2022 FORD EXPLORER FROM ELITE EMERGENCY LIGHTS FOR THE PASSAIC COUNTY SHERIFF’S OFFICE, PATROL DIVISION, PURSUANT TO N.J.S.A. 40A:11-12 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Prosecutor’s Office (hereafter “PCPO”) has requested the purchase of Emergency Equipment for a 2022 Ford Explorer that will be assigned to the Passaic County Sheriff’s Office (“PCSO”), Patrol Division, at a rate of twenty thousand two hundred sixty-eight dollars and five cents, ($20,268.05) for use in furtherance of its objectives; and
WHEREAS, said goods and services are being procured through State Contract as permitted N.J.S.A. 40A:11-12 et seq. and as specified below; and
WHEREAS, the Board is desirous of approving said purchases in accordance with the terms of the applicable contracts and authorizing the Purchasing Agent to issue the appropriate Purchase Orders; and
WHEREAS, this matter was discussed by the Law and Public Safety Committee and is being recommended to the Board for approval; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the vendor has executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed they are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in accounts 4-01-22-130-002-219, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-12, et. seq. and the Board of County Commissioners of the County of Passaic that it hereby authorizes the purchase of the following goods and/or services in accordance with the terms of the applicable cooperative agreement:

LET IT BE FURTHER RESOLVED, that the Purchasing Agent, Sheriff, Clerk to the Board, and County Counsel hereby are authorized and directed to take such further actions and sign such documents as are necessary to effectuate the purpose of this resolution, including but not limited to the issuance of appropriate Purchase Orders.
