RESOLUTION AUTHORIZING THE DEPARTMENT OF HEALTH SERVICES TO APPLY FOR AND ACCEPT A GRANT FROM THE STATE OF NEW JERSEY, DEPARTMENT OF HEALTH, FOR THE CHILDHOOD LEAD PROGRAM, PURSUANT TO N.J.S.A. 40:20-1 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Health Services (hereafter “Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 municipalities in the County; and
WHEREAS, the State of New Jersey, Department of Health, has informed the Department that it is eligible for a grant award for the Childhood Lead Program Grant on behalf of the County and its sub-ward Grantee City of Clifton, in the total amount of six hundred thirty seven thousand five hundred ($637,500.00) dollars, to be used in a one-year period beginning July 1, 2024 through June 30, 2025; and
WHEREAS, of that total grant award three hundred seventy-seven thousand five hundred fifty eight ($377,558.00) dollars shall be designated to the County for its program to prevent lead exposure in children, and two hundred fifty nine thousand nine hundred forty two and 00/100 ($259,942.00) dollars shall be designated to the City of Clifton Health Department, as a sub-grantee under this grant; and
WHEREAS, there exists a need to prevent harmful exposure to lead in children in the County, and the Childhood Lead Program provides resources to the County to discover lead contamination, and treat children exposed to lead; and
WHEREAS, there is no dollar match required to accept this award; and
WHEREAS, this matter was discussed at the June 4, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1 et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby authorizes the Department of Health Services to apply for and accept the grant award from the State of New Jersey, Department of Health, for the Childhood Lead Program Grant in the total amount of six hundred thirty seven thousand five hundred and 00/100 ($637,500.00) dollars, with three hundred seventy seven thousand five hundred fifty eight and 00/100 ($377.558.00) dollars designated to the County, and two hundred fifty nine thousand nine hundred forty two and 00/100 ($259,942.00) dollars designated to the City of Clifton Health Department, as sub-grantee under this grant, to be used in a one-year period beginning July 1, 2024 through June 30, 2025.
LET IT BE FURTHER RESOLVED, that the Director of the Board, the Clerk to the Board, and County Counsel are authorized to take the necessary actions to accept the grant application authorized on behalf of the County of Passaic.
