RESOLUTION AUTHORIZING THE CANCELLATION OF THE GRANT AWARD TO THE MACOPIN VOLUNTEER FIRE COMPANY UNDER THE FY 2021 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2018-0536 on June 26, 2018, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted the FY 2021 Annual Action Plan via Resolution R-2021-0624 on June 22, 2021; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2021 Annual Action Plan to the Macopin Volunteer Fire Company (hereafter “Fire Company”) for thirty five thousand and 00/100 ($35,000.00) dollars to construct ADA Bathrooms; and
WHEREAS, the Fire Company initially notified the Division of Economic Development, that the Fire Company was delayed in the implementation of the project due to supply chain interruptions and the Board adopted Resolution R-23-0782 on August 8, 2023, to provide a no-cost time extension until December 31, 2023; and
WHEREAS, the Fire Company failed to execute the no cost time extension and has ceased to respond to correspondence, emails and telephone calls and is unresponsive and the Division of Economic Development recommends the cancellation of the CDBG FY 2021 grant award to the Fire Company in order to reprogram the funds; and
WHEREAS, this matter was discussed at the May 29, 2024, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and
WHEREAS, the Board will reprogram the FY 2021 Annual Action Plan to support another project that will benefit the residents of Passaic County;
NOW, THEREFORE, LET IT BE RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes the cancellation of the grant provided under the Community Development Block Grant Program FY 2021 to the Macopin Volunteer Fire Company as set forth above; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
