RESOLUTION AWARDING A CONTRACT FOR LEAD REMEDIATION AT THE PASSAIC COUNTY SHERIFF'S OFFICE RANGE TO RECOIL LLC, FOR USE BY THE PASSAIC COUNTY SHERIFF’S OFFICE, PURSUANT TO N.J.S.A. 40A:11-6.1(a)

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Sheriff’s Office (hereinafter PCSO) desires to safely and properly remove lead from the Passaic County Sheriff’s Office Firing Range; and
WHEREAS, on June 30, 2020, the Board approved Resolution No. R20200514 setting the bid threshold at forty-four thousand dollars ($44,000.00), in accordance with the law; and
WHEREAS, pursuant to N.J.S.A. 40A:11-6.1(a), the Sheriff’s Office solicited three (3) quotes from local vendors to safely and properly remove lead from the PCSO firing range; and
WHEREAS, the quote received from Recoil, LLC, attached hereto and made part of this Resolution, is the most advantageous to the County, price and other factors considered; and
WHEREAS, the PCSO has obtained an invoice for the removal of lead from the PCSO’s Firing Range from Recoil LLC, in the amount of thirty thousand dollars ($30,000.00); and
WHEREAS, the President of Recoil LLC, Matthew Carrera, executed the County’s Business Entity Disclosure Certification for non-fair and open contracts required pursuant to N.J.S.A. 19:44A-20.8, which is attached to and made part of this Resolution; and
WHEREAS, funds are available in Account No. 4-01-22-130-002-233 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed by the Law and Public Safety Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-6.1(a), that the Board of County Commissioners of the County of Passaic authorizes a contract with Recoil LLC to remove lead from the Passaic County Sheriff’s Office Firing Range in the amount not to exceed thirty thousand dollars ($30,000.00) for use by the Passaic County Sheriff’s Office, in accordance with the attached quote.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract awarded to Recoil, LLC, and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk of the Board.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
