RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO GL GROUP FOR ASBESTOS ABATEMENT SERVICES AT 11 EDGAR DRIVE IN THE TOWNSHIP OF WEST MILFORD, PURSUANT TO N.J.S.A. 40A:11-10.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, on December 28, 2023, the Board passed Resolution No. R-23-1215, authorizing a lease agreement between the County and the Township of West Milford whereby the County agreed to Lease the building located at 11 Edgar Drive (hereafter “Johner Building”) from the Township of West Milford for use as a satellite office for the Department of Health Services; and
WHEREAS, the Johner Building is in need of asbestos remediation; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, by virtue of Resolution R20190912 dated October 8, 2019, the County entered into the Hunterdon County Educational Services Commission, which awarded a contract for Remediation Services - Water, Mold, Asbestos & Lead, Bid No. HCESC-SER-22-15, to multiple vendors, including GL Group; and
WHEREAS, GL Group provided a quote to the Passaic County Engineer to perform asbestos abatement at the Johner Building in the Township of West Milford, in an amount not to exceed forty-five thousand five hundred dollars ($45,500.00) attached to and made part of this resolution, which is being recommended for approval by the Passaic County Engineer; and
WHEREAS, funds are available in Account No. G-01-41-753-023-906 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the July 3, 2024 meeting of the Public Works Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, the Board of County Commissioners of the County of Passaic is authorizing an award of contract to GL Group to perform asbestos abatement at 11 Edgar Drive in the Township of West Milford, in an amount not to exceed forty-five thousand five hundred dollars ($45,500.00) as recommended by the Passaic County Engineer.
LET IT BE FURTHER RESOLVED, that the Director of the Board of County Commissioners, the Clerk to the Board, County Counsel, and Purchasing Agent are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
