RESOLUTION AUTHORIZING COMPETITIVE CONTRACTING FOR AN ON-LINE TEE TIME BOOKING ENGINE FOR PREAKNESS VALLEY GOLF COURSE, PURSUANT TO N.J.S.A. 40A:11-4.1(j)

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Parks & Recreation is seeking a contractor to provide an on-line tee time booking engine for use by the Preakness Valley Golf Course in the Township of Wayne; and
WHEREAS, N.J.S.A. 40A:11-4.1, et seq. authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(j) specifically allows the County to use competitive contracting for concessions; and
WHEREAS, N.J.S.A. 40A:11-4.3 requires that the County pass a resolution authorizing the use of competitive contracting each time specialized goods or services enumerated in section 1 of P.L. 1999, c.440 (C.40A:11-4.1) are desired to be contracted; and
WHEREAS, this matter was discussed at the May 8, 2024, meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1(j), the Board of County Commissioners of the County of Passaic is authorizing competitive contracting to retain a contractor to provide an on-line tee time booking engine for use by the Preakness Valley Golf Course in the Township of Wayne.
LET IT BE FURTHER RESOLVED, that the Passaic County Purchasing Agent is authorized to take all necessary action to carry out the purpose of this resolution and initiate the competitive contracting process in compliance with N.J.S.A. 40A:11-1, et seq.
LET IT BE FURTHER RESOLVED, that the County Administrator, County Counsel, Clerk to the Board, and Chief Financial Officer for the County of Passaic are authorized to take all necessary action to carry out the purpose of this resolution and the County’s efforts to secure a provider of an on-line tee time booking engine for use by the Preakness Valley Golf Course in the Township of Wayne.
