RESOLUTION APPROVING A NO-COST TIME EXTENSION OF THE COMMUNITY DEVELOPMENT BLOCK GRANT FY 2022 FUNDED CRITICAL REPAIR PROGRAM TO DECEMBER 31, 2024, OPERATED BY PATERSON HABITAT FOR HUMANITY, AKA PASSAIC COUNTY HABITAT FOR HUMANITY, AS AUTHORIZED BY 24 CFR SECTION 91.105.

WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2018-0536 on June 26, 2018, authorizing the submission of a Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”) in compliance with the Rules and Regulations governing the Community Development Block Grant Program (hereafter “CDBG”); and
WHEREAS, the Board adopted Resolution R-22-0618 on June 28, 2022 authorizing the Planning and Economic Development Department to submit an application and the Annual Action Plan to the USHUD for financial assistance in the amount of nine hundred six thousand seven hundred ninety one and 00/100 ($906,791.00) dollars to fund the Passaic County Community Development Block Grant Program for FY 2022; and
WHEREAS, the Board adopted Resolution 22-0820 on September 6, 2022, accepting the CDBG FY 2022 grant from USHUD and adopted Resolution 22-0889, on September 27, 2022, to allocate the grant funds; and
WHEREAS, the Board is cognizant of the conditions imposed by the USHUD and included a grant allocation in the FY 2022 Annual Action Plan to Paterson Habitat for Humanity, aka Passaic County Habitat for Humanity, for seventy thousand and 00/100 ($70,000.00) dollars to operate the Critical Repair Program within the Urban County; and
WHEREAS, the Board adopted Resolution R-23-1196 on December 12, 2023 which adopted a Substantial Amendment to the CDBG FY 2021 Annual Action Plan that added forty thousand and 00/100 ($40,000.00) dollars to the Critical Repair Program resulting in a total grant amount of one hundred ten thousand and 00/100 ($110,000) dollars; and
WHEREAS, Paterson Habitat for Humanity, aka Passaic County Habitat for Humanity, has notified the Division of Economic Development, see attached correspondence, that the organization has been delayed in the implementation of the project due to a delay in sourcing materials and is requesting that the CDBG FY 2022 grant award be extended for the first time to December 31, 2024 to permit the organization the time to complete the project; and
WHEREAS, this matter was discussed at the August 28, 2024, meeting of the County Commissioner Planning and Economic Development Committee and is being recommended to the Board for approval; and
WHEREAS, the Board considers this matter to be a benefit to the community and its residents;
NOW, THEREFORE, LET IT BE RESOLVED by the Board of County Commissioners of the County of Passaic that it hereby authorizes the first no-cost time extension of the Community Development Block Grant Program FY 2022 grant to Paterson Habitat for Humanity, aka Passaic County Habitat for Humanity, to December 31, 2024; and
LET IT BE FURTHER RESOLVED, that the County of Passaic Commissioner Director and Director of Economic Development are hereby authorized to act as the authorized representatives of the County to execute all necessary documents and certifications on behalf of the County of Passaic.
