RESOLUTION AUTHORIZING THE PURCHASE OF OFFICE FURNITURE (VINYL CHAIRS) FROM AFFORDABLE INTERIOR SYSTEMS, INC. FOR THE PASSAIC COUNTY SENIOR SERVICES/NUTRITION DIVISION THROUGH STATE CONTRACT 19-FOOD-00876 IN THE AMOUNT NOT TO EXCEED $15,753.28.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the County, through is Senior Services Department (hereafter “Department”) is seeking to replace existing outdated fabric chairs with new vinyl chairs for the Passaic County Bloomingdale and Hawthorne Congregate Nutrition Sites to provide and promote a sanitary environment and protect the health of the Senior participants; and
WHEREAS, pursuant to N.J.S.A. 40A:11-12, et.seq., the County may, without advertising for bids or having rejected all bids obtained pursuant to advertising thereof, purchase any goods or services under any contract or contracts for such goods or services entered into by the State of New Jersey by the Division of Purchase and Property; and
WHEREAS, Affordable Interior Systems, Inc., of Leominster, MA, provided a quote to the Department of Senior Services for the purchase of vinyl chairs for the Bloomingdale Nutrition Site in the amount of five thousand five hundred twenty-six dollars and 72/100 ($5,526.72) cents and the Hawthorne Nutrition Site in the amount of ten thousand two hundred twenty-six dollars and 56/100 ($10,226.56) cents; and
WHEREAS, Affordable Interior Systems, Inc., submitted competitive pricing for G-2004- Furniture: Office, Lounge and Systems - Statewide, Master Blanket Purchase Order 19-FOOD-0876 (copy attached hereto), to the State of New Jersey, Division of Purchase and Property in the Department of Treasury; and
WHEREAS, funds are available in Account No. T-20-56-870-007-801 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the September 17, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.SA. 40A:11-12, et.seq., the Board of County Commissioners of the County of Passaic authorizes the purchase of office furniture vinyl chairs for the Bloomingdale Nutrition Site and the Hawthorne Nutrition site as set forth above; and
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Purchasing Agent, Director of Senior Services, Disability & Veterans Affairs, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
