RESOLUTION QUALIFYING DOCTORS FOR RFQ-24-082 RE-BID PODIATRISTS FOR PREAKNESS HEALTHCARE CENTER.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, Preakness Healthcare Center (hereafter “Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et.seq., the Purchase Agent issued RFQ-24-082 Re-Bid Podiatrists for Preakness Healthcare Center (hereafter “RFQ-24-082”); and
WHEREAS, pursuant to NJ.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualifications for RFQ-24-082 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, the RFQ was opened on September 17, 2024, with responsive proposals submitted by qualified doctors; and
WHEREAS, the Executive Director is requesting that the Board qualify and authorize a contract to the following two (2) doctors: Dr. Wendy Stinson and Pedirite Medical NJ LLC; and
WHEREAS, the term of Contracts through the RFQ-082 is October 1, 2024 to September 30, 2025; and
WHEREAS, fees are billed to third party reimbursement; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendors are not involved in prohibited activities in Russia and Belarus, and the County confirmed vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the September 17, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for Approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5, et seq., the Board of County Commissioners of the County of Passaic hereby qualifies and authorizes an award of contract to the following two (2) responsible vendors, Dr. Wendy Stinson and Pedirite Medical NJ LLC, in accordance with RFQ-24-082 for a term of October 1, 2024 to September 30, 2025; and
LET IT FURTHER BE RESOLVED, that the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service and amount of the contracts to Dr. Wendy Stinson and Pedirite Medical NJ LLC and maintain a copy of the Resolution on file and available for public inspection in the Office of the Clerk of the Board; and
LET IT FURTHER BE RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Reolution.
