RESOLUTION AMENDING R-23-0104 TO REFLECT THE CURRENT GRANT AWARD FROM THE NEW JERSEY ASSOCIATION OF COUNTY AND CITY HEALTH OFFICIALS FOR THE ENHANCING LOCAL PUBLIC HEALTH INFRASTRUCTURE GRANT AWARD PROGRAM, APPLIED FOR AND ACCEPTED ON BEHALF OF THE TOWNSHIP OF WEST MILFORD, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (“Department”) is responsible for protecting and promoting the health of approximately 510,000 County residents; and
WHEREAS, the New Jersey Association of County and City Health Officials (“NJACCHO”) was granted a grant award from the New Jersey Department of Health to support sub-awards to Local Health Departments in New Jersey; and
WHEREAS, on October 8, 2019, the Board passed Resolution No. R20190924, authorizing a Shared Services Agreement by and between the County and the Township of West Milford for public health services, whereby the County agreed to provide public health services to West Milford; and
WHEREAS, given that the County provides public health services to West Milford, it is eligible to apply for and accept grants on behalf of West Milford; and
WHEREAS, on February 14, 2023, the Board passed Resolution No. R-23-0104, applying for and accepting a grant award from the New Jersey Association of County and City Health Officials (“NJACCHO”) on behalf of West Milford, in the amount of one hundred twenty-five thousand five hundred seventy-two dollars ($125,572.00) for the grant period beginning on October 1, 2022 and expiring on June 30, 2023; and
WHEREAS, the Department desires to amend R-23-0104 to reflect a two (2) year grant award from NJACCHO to West Milford, in the amount of one hundred twenty-six thousand three hundred twenty-seven dollars ($126,327.00) for the period of July 1, 2023 to June 30, 2024, for a total grant award in the amount of two hundred fifty-one thousand eight hundred ninety-nine dollars ($251,899.00) from October 1, 2022 to June 30, 2024; and
WHEREAS, on March 19, 2024, the Department received a letter from NJACCHO, attached hereto and made part of this Resolution, amending the Enhancing Local Public Health Infrastructure Grant awarded to West Milford, to extend the project/budget period to June 30, 2025, while the dollar amount will remain the same, which the Department is recommending to the Board for approval; and
WHEREAS, there is no dollar match required to accept this award; and
WHEREAS, this matter was discussed at the September 17, 2024, Health & Human Services Committee meeting, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby accepts a grant award from the New Jersey Association of County and City Health Officials for the Enhancing Local Public Health Infrastructure Grant Award Program, in the amount of one hundred twenty-six thousand three hundred twenty-seven dollars ($126,327.00) for the period of July 1, 2023 to June 30, 2024, for a total grant award in the amount of two hundred fifty-one thousand eight hundred ninety-nine dollars ($251,899.00) from October 1, 2022 through June 30, 2025.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Health Officer and Director, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
