RESOLUTION IN SUPPORT OF BILL H.R. 9528 - TO REDESIGNATE CERTAIN FACILITIES AT PATERSON GREAT FALLS NATIONAL HISTORICAL PARK IN HONOR OF CONGRESSMAN BILL PASCRELL, JR., INTRODUCED BY CONGRESSMAN FRANK PALLONE, JR., REPRESENTATIVE OF THE 6TH DISTRICT OF NEW JERSEY

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Overlook Park and the Great Falls Scenic Overlook Trail Bridge are part of the Paterson Great Falls National Historical Park located in Paterson, New Jersey and administered by the National Park Service; and
WHEREAS, Congressman Bill Pascrell, Jr. served in the United States House of Representatives from 1997 until his death on August 21, 2024, where he steadfastly represented the Eighth and Ninth Congressional Districts of New Jersey; and
WHEREAS, Congressman Pascrell, Jr. was a native of Paterson and former mayor of Paterson, and led the efforts to designate the Great Falls area as a national park in 2009; and
WHEREAS, on September 10, 2024, Congressman Frank Pallone, Jr. (NJ-6th) introduced Bill H.R. 9528, seeking to redesignate the Great Falls Scenic Overlook Trail Bridge as the “Congressman Bill Pascrell, Jr. Scenic Overlook Trail Bridge” and the Overlook Park as the “Congressman Bill Pascrell, Jr. Overlook Park”; and
WHEREAS, the County fully supports Bill H.R. 9528, to rename the Great Falls Scenic Overlook Trail Bridge and Overlook Park in honor of local legend Congressman Pascrell, Jr.; and
WHEREAS, this matter was discussed at the September 25, 2024 Administration & Finance Committee meeting, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby advocates for passage of Bill H.R. 9528 to redesignate certain facilities at Paterson Great Falls National Historical Park in honor of Congressman Bill Pascrell, Jr., specifically as follows:
1. Redesignating the Great Falls Scenic Overlook Trail Bridge as the “Congressman Bill Pascrell, Jr. Scenic Overlook Trail Bridge.”
2. Redesignating the Overlook Park as the “Congressman Bill Pascrell, Jr. Overlook Park.”
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
