RESOLUTION AUTHORIZING COMPETITIVE CONTRACTING PROCESS FOR CONSULTING SERVICES TO ASSIST IN SECURING A PUBLIC HEALTH ACCREDITATION COORDINATOR.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Health Services (hereafter “Department”) is responsible for protecting and promoting the health of approximately 525,000 residents from 16 Municipalities in the County; and
WHEREAS, the Department is requesting a resolution to initiate competitive contracting for consulting services to assist in securing a Public Health Accreditation Coordinator; and
WHEREAS, N.J.S.A. 40A:11-4.1, et.seq., authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(m) specifically allows the County to use competitive contracting for consulting services; and
WHEREAS, N.J.S.A. 40A:11-4.3, requires that the County pass a resolution authorizing the use of competitive contracting each time specialized goods or services enumerated in Section 1 of P.L. 1999, c. 440 (C. 40A:11-4.1) are desired to be contracted; and
WHEREAS, this matter was discussed at the October 1, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1(m), the Board of County Commissioners of the County of Passaic is authoring competitive contracting for consulting services to assist in securing a Public Health Accreditation Coordinator; and
LET IT BE FURTHER RESOLVED, that the Passaic County Purchasing Agent is authorized to take all necessary action to carry out the purpose of this Resolution and initiate the competitive contracting process in compliance with N.J.S.A. 40A:11-1, et.seq.; and
LET IT BE FURTHER RESOLVED, that the County Administrator, County Counsel, Clerk to the Board, Director/Health Officer and the Chief Financial Officer for the County of Passaic are authorized to take all necessary action to carry out the purpose of this Resolution.
