RESOLUTION APPROVING THE BID RECEIVED FROM BEACON GRAPHICS LLC D/B/A/ CREATIVE VISUAL SYSTEMS FOR THE PASSAIC COUNTY SHERIFF’S OFFICE RE-BID # SB-24-059 PURSUANT TO N.J.S.A 40A: 11-4

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Sheriff’s Office (“PCSO”) has requested the purchase of 3M or Equal Vinyl Reflective Sheeting, Supplies & Equipment for Graphics on PCSO Patrol Cars and Equipment; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, the Passaic County Purchasing Agent issued SB-24-056 Catalog Bid for Discount Pricing on 3M or Equal Vinyl Reflective Sheeting, Supplies & Equipment for Graphics on PCSO Patrol Cars and Equipment (“SB-24-056”), in compliance with N.J.S.A. 40A:11-4, et seq.; and
WHEREAS, SB-24-056 was advertised on August 13, 2024, and the bids were rejected on August 23, 2024; and
WHEREAS, Passaic County Purchasing Agent issued SB-24-059 Re-Bid Catalog Bid for Discount Pricing on 3M or Equal Vinyl Reflective Sheeting, Supplies & Equipment for Graphics on PCSO Patrol Cars and Equipment on September 4, 2024 (“SB-24-059”); and
WHEREAS, on September 17, 2024, bids were unsealed for SB-24-059 with one responsive bidder, Beacon Graphics LLC d/b/a/ Creative Visual Systems; and
WHEREAS, the PCSO is recommending an award of contract to Beacon Graphics LLC d/b/a/ Creative Visual Systems to provide 3M or Equal Vinyl Reflective Sheeting, Supplies & Equipment for Graphics on PCSO Patrol Cars and Equipment in the amount of two hundred sixty thousand dollars ($260,000.00) for a contract period of 24 consecutive months; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the vendor has executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed they are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in account various accounts, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was reviewed by the Law and Public Safety Committee and is being recommended to the full Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED pursuant to N.J.S.A. 40A:11-4, et seq., the Board of County Commissioners of the County of Passaic is authorizing a contract award to Beacon Graphics LLC d/b/a/ Creative Visual Systems to provide 3M or Equal Vinyl Reflective Sheeting, Supplies & Equipment for Graphics on PCSO Patrol Cars and Equipment in the amount of two hundred sixty thousand dollars ($260,000.00) for a contract period of 24 consecutive months.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
