RESOLUTION AUTHORIZING AWARD OF CONTRACT TO COLONNELLI BROTHERS, INC., FOR THE GREENWOOD LAKE TURNPIKE BRIDGE NO. 1600-513 DECK REPLACEMENT AND BRIDGE REPAIRS OVER MONKSVILLE RESERVOIR IN THE TOWNSHIP OF WEST MILFORD, PER BID C-24-021, PURSUANT TO N.J.S.A 40A: 11-4 ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, the County desires to initiate repairs on the Greenwood Lake Turnpike Bridge No. 1600-513 over Monksville Reservoir in the Township of West Milford (hereafter “Project”), which will include replacing the deck, brush curb, and railings in both spans of the bridge, repairing cracks in the beams, repairing cracks and spalls in the abutments, wingwalls, and center pier, and all other miscellaneous roadway items presented in the Plans and Specifications; and
WHEREAS, on October 11, 2024 the Purchasing Agent issued Greenwood Lake Turnpike Bridge No. 1600-513 Deck Replacement & Various Bridge Repairs, C-24-021 (hereafter “C-24-021”) seeking sealed proposals from qualified bidders for the Project; and
WHEREAS, on November 1, 2024, a total of six (6) bids were unsealed for C-24-021 by the Purchasing Agent with Colonnelli Brothers, Inc., being the lowest responsible bidder; and
WHEREAS, the Passaic County Engineer is recommending an award of contract to Colonnelli Brothers, Inc., for the Project in an amount not to exceed one million six hundred twenty-three thousand dollars ($1,623,000.00); and
WHEREAS, the County complied with the legal requirements as set forth under N.J.S.A. 40A:11-23 and the County is making the award of contract in accordance with the requirements under N.J.S.A. 40A:11-24(a); and
WHEREAS, the majority of this project is being funded by New Jersey Department of Transportation Local Bridge Fund Grants; and
WHEREAS, funds are available in Account No. G-01-45-701-023-903, G-01-45-701-024-903, C-04-55-148-001-9B1 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the November 6, 2024 meeting of the Public Works Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4 et seq., the Board of County Commissioners of the County of Passaic authorizes an award of contract to Colonnelli Brothers, Inc., for Greenwood Lake Turnpike Bridge No. 1600-513 Deck Replacement & Various Bridge Repairs, C-24-021 in an amount not to exceed one million six hundred twenty-three thousand dollars ($1,623,000.00).
LET IT BE FURTHER RESOLVED, that this award is subject to concurring approval from the New Jersey Department of Transportation.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Finance Officer, County Engineer and the Director of the Board of County Commissioners are authorized to execute an agreement with Colonnelli Brothers, Inc., and take any other steps necessary to carry out the purpose of this Resolution and any supporting documents required by NJDOT for reimbursement.
