RESOLUTION ESTABLISHING A POOL OF QUALIFIED VENDORS FOR ON-CALL SERVICES FOR UNDERGROUND STORAGE TANK (UST) & ABOVE GROUND STORAGE TANK (AST) AND ESTABLISHING UNIT PRICES ON AN AS-NEEDED BASIS FOR A PERIOD OF TWO YEARS, BEGINNING JANUARY 1, 2025 TO DECEMBER 31, 2026, AS PER BID SB-25-004, PURSUANT TO N.J.S.A 40A: 11-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with decision making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold [40A:11-3], shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on October 3, 2024, the Purchasing Agent issued SB-25-004, On-Call Services for Underground Storage Tanks (UST) and Above Ground Storage Tanks (AST) (hereafter “SB-25-004”) seeking sealed proposals from qualified bidders for On-Call Services for Underground Storage Tanks and Above Ground Storage Tanks; and
WHEREAS, on October 22, 2024, bids were unsealed for SB-25-004 by the Purchasing Agent and a total of two (2) responses were received and are attached hereto as Schedule A; and
WHEREAS, the County Engineer is recommending both responses and their Unit prices to the Board for qualification for the pool of the On-Call Services for Underground Storage Tanks (UST) and Above Ground Storage Tanks (AST) for a period of two years beginning on January 1, 2025 and expiring on December 31, 2026; and
WHEREAS, the Board will make specific assignments to the qualified firms on an as-needed basis by subsequent resolution of the Board; and
WHEREAS, this matter was discussed at the November 6, 2024, Public Works Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-1, et seq. the Board of County Commissioners of the County of Passaic authorizes qualifying the contractors and their unit prices for a two year period beginning on January 1, 2025 and expiring on December 31, 2026 as set forth in Schedule A, attached to and made part of this resolution, to be hired on an as-needed basis, as recommended by the County Engineer; and
LET IT BE FURTHER RESOLVED, that the County Engineer is hereby authorized and directed to recommend On-Call Services for Underground Storage Tanks (UST) and Above Ground Storage Tanks (AST) Contractors and their unit prices from the qualified list, as needed.
