RESOLUTION AUTHORIZING THE PASSAIC COUNTY OFFICE OF EMERGENCY MANAGEMENT TO APPLY FOR AND ACCEPT FUNDS FROM THE PUBLIC SAFETY DIVISION OF STATE POLICE OFFICE OF EMERGENCY MANAGEMENT FOR EMERGENCY MANAGEMENT PERFORMANCE GRANT NO. FY-2024-EMPG-EMAA-1600 (AFN#97.042), PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (hereinafter the “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioner of the County of Passaic (hereinafter the “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Office of Emergency Management (OEM) has made an application to the New Jersey Office of Emergency Management for FY2024 Emergency Management Agency Assistance (EMAA) funding, for the purpose of enhancing and sustaining the County’s all-hazards emergency management capabilities and their ability to prevent, respond to and recover from acts of terrorism, natural disaster, and other catastrophic events; and
WHEREAS, the New Jersey Department of Law and Public Safety, Division of State Police, Office of Emergency Management by letter dated May 3, 2024, a copy of which is attached hereto, has notified the County that it is eligible to receive grant funds in accordance with Sub-Grant Award No. FY23-EMPG-EMAA-1600 (AFN#97.042) for the period of July 1, 2024, through June 30, 2025; and
WHEREAS, the within-referenced award consists of Federal funds in the amount of fifty-five thousand dollars ($55,000.00) with Passaic County OEM to provide an additional fifty-five thousand dollars ($55,000.00) in-kind local matching funds through existing salaries and wages for a total amount of one hundred and ten thousand dollars ($110,000.00); and
WHEREAS, this matter has been reviewed by the Law and Public Safety, on November 12, 2024, and is being recommended to the Board of for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, that the Board of County Commissioners for the County of Passaic hereby authorizes the Passaic County Office of Emergency Management to apply and accept funds of up to fifty-five thousand dollars ($55,000.00), with an in-kind award of fifty-five thousand dollars ($55,000.00), for a total amount of one hundred and ten thousand dollars ($110,000.00) though the New Jersey Officer of Emergency Management FY2024 Emergency Management Agency Assistance Funding, Sub-Grant Award No. FY23-EMPG-EMAA-1600 (AFN#97.042) for the period of July 1, 2024, through June 30, 2025.
LET IT BE FURTHER RESOLVED, that the Passaic County Office of Emergency Management shall use the funds received for the purposes set forth in its application for the receipt of said grant funds and as set forth in this resolution.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, County Administrator, and Director of the Board of County Commissioners are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
