RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO MORRIS COUNTY PREVENTION IS KEY, INC., TO PROVIDE CASE MANAGEMENT SERVICES FOR THE PASSAIC COUNTY PROSECUTOR’S OFFICE, AS PER RFP-24-033, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Prosecutor’s Office ( “PCPO”) desires to contract with an outside vendor to provide case management services for the PCPO’s Operation Helping Hand Grant Program, Subaward Grant Number SFYOHH 16-2025; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) specifically authorizes the County to utilize competitive contracting to hire a for-profit or a not-for-profit entity for the purposes of managing or administering social service programs; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board of County Commissioners of the County of Passaic (hereinafter “Board”) approved Resolution No. R22-1169, authorizing competitive contracting for case management services to track the data required by the Operating Helping Hand Grant Program, a social service program; and
WHEREAS, thereafter the Passaic County Purchasing Agent issued RFP-24-033, Case Management Services for PCPO ( “RFP-24-033”), responses which were opened on October 22, 2024; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.5(d), a committee was convened on October 29. 2024 to evaluate the proposals that were submitted for RFP-24-033; and
WHEREAS, the proposal(s) submitted by Morris County Prevention is Key Inc., was reviewed and ranked based on a methodology for the awarding of competitive contracts, which included management, technical, and costs; and
WHEREAS, said review committee in a memo dated October 29, 2024, which is attached to and made part of this resolution is recommending that the contract for case management services be awarded to Morris County Prevention is Key, Inc., for case management services from the State Fiscal Year SFY 2025 Operation Helping Hand Grant Program, Subaward grant number SFYOHH 16-2025, for the period beginning on September 1, 2024, through August 31, 2025, in an amount not to exceed seventy thousand dollars ($70,00.00); and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for proposals is a fair and open process, specifically, the request for proposals for case management services was publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, the funds for payment for the requested services will be obtained from the State Fiscal Year SFY 2025 Operation Helping Hand Grant Program, Subaward grant number SFYOHH 16-2025, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2024, or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter has been reviewed by the Law and Public Safety Committee, on November 12, 2024, and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1 et seq., the Board of County Commissioners of the County of Passaic is authorizing a contract award to Morris County Prevention is Key, Inc., for Case Management Services from the State Fiscal Year SFY 2025 Operation Helping Hand Grant Program, Subaward grant number SFYOHH 16-2025, for the period beginning on September 1, 2024, through August 31, 2025, in an amount not to exceed seventy thousand dollars ($70,00.00).
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract to Morris County Prevention is Key, Inc., and maintain a copy of the resolution on file and available for public inspection in the Office of the Clerk to the Board; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
