RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO BLAKE ACEVEDO D/B/A INTERSTATE HAY TO PROVIDE HORSE AND BEDDING SUPPLIES FOR THE PASSAIC COUNTY SHERIFF’S MOUNTED UNIT, AS PER BID 25-009, PURSUANT TO N.J.S.A 40A: 11-1, ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Sheriff’s Office (“PCSO”) has requested the purchase of badges for the Passaic County Sheriff’s Department; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, for every contract awarded by the County for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold established pursuant to N.J.S.A. 40A:11-3, shall be awarded by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on October 21, 2024, the Passaic County Purchasing Agent issued SB-25-009 Passaic County Sheriff’s Office Mounted Unit Horse Feed and Bedding Supplies Department (“SB-25-009”), in compliance with N.J.S.A. 40A:11-4, et seq.; and
WHEREAS, on November 1, 2024, bids were unsealed for SB-25-009 by the Purchasing Agent with one (1) response from Blake Acevedo dba Interstate Hay; and
WHEREAS, PCSO is recommending an award of contract to Blake Acevedo dba Interstate Hay to provide horse feed and bedding supplies to the Passaic County Sheriff’s Office Mounted Unit in an amount not to exceed forty-four thousand, seven hundred eighty-five dollars
($44,785.00) for a contract period beginning February 1, 2025, and expiring on January 31, 2026, contingent on the 2025 budget; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., the vendor has executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed they are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in account No.: 5-01-22-130-001-A02 that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was reviewed by the Law and Public Safety Committee on November 12, 2024, and is being recommended to the full Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED pursuant to N.J.S.A. 40A:11-4, et seq., the Board of County Commissioners of the County of Passaic is authorizing a contract award to Blake Acevedo dba Interstate Hay to provide horse feed and bedding supplies to the Passaic County Sheriff’s Office Mounted Unit in an amount not to exceed forty-four thousand, seven hundred eighty-five dollars ($44,785.00) for a contract period beginning February 1, 2025, and expiring on January 31, 2026, contingent on the 2025 budget.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board of County Commissioners of the County of Passaic are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
