RESOLUTION QUALIFYING AND AWARDING A CONTRACT TO THE INSTITUTE FOR FORENSIC PSYCHOLOGY AND CFG HEALTH SYSTEMS TO PERFORM PSYCHOLOGICAL EXAMINATIONS FOR THE PASSAIC COUNTY SHERIFF’S OFFICE, AS PER RFQ-25-023, PURSUANT TO N.J.S.A. 40A:11-5, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Passaic County Sheriff’s Office (“PCSO”) requires vendors to perform psychological examinations for the PCSO; and
WHEREAS, on September 30, 2024, Passaic County Purchasing Agent issued RFQ-25-023, Psychological Examinations to Establish Fitness for Duty for Serving Personnel, Pre-Employment Psychological Evaluations and Psychological Re-Evaluations for the Passaic County Sheriff’s Department (“RFQ-25-023”) for a period beginning January 1, 2025, through December 31, 2025 pursuant to N.J.S.A. 40A:11-5, et seq.; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualification for a pool of vendors that could provide psychological examinations for calendar year 2025 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, on October 11, 2024, the bids were unsealed for RFQ-25-023 with two (2) responsive bidders, the Institute for Forensic Psychology and CFG Health Systems; and
WHEREAS, the qualifications of Forensic Psychology and CFG Health Systems were reviewed by the PCSO and are being recommended for qualification by the Board to provide pre-employment and basic academy examinations for the PCSO during the calendar year 2025; and
WHEREAS, the PCSO is recommending the award of contract to the responsive bidders, the Institute for Forensic Psychology and CFG Health Systems LLC, to provide fitness for duty for serving personnel, pre-employment psychological evaluations, and psychological re-evaluations for the Passaic County Sheriff’s Office in amounts not to exceed ten thousand dollars ($10,000.00), and two thousand, five hundred dollars ($2,500.00), respectively, for periods beginning January 1, 2025, and expiring on December 31, 2025; and
WHEREAS, this matter was reviewed by the Law and Public Safety Committee, on November 12, 2024, and is being recommended to the Board for approval; and
WHEREAS, the funds are in the account number 5-01-22-130-002-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2024 or subsequent years’ County budget(s), which is attached to and made part of this Resolution.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1)(a)(i) that the Board of County Commissioners of the County of Passaic is qualifying the Institute for Forensic Psychology and CFG Health Systems to provide psychological examinations for the PCSO in the calendar year 2025, as recommended by the Passaic County Sheriff’s Office.
LET IT BE FURTHER RESOLVED, that the Board further authorizes the contract for the Institute for Forensic Psychology in the amount not to exceed ten thousand dollars ($10,000.00), and CFG Health Systems LLC, in the amount not to exceed two thousand, five hundred dollars ($2,500.00), for periods beginning January 1, 2025, and expiring on December 31, 2025.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, and Director of the Board of County Commissioners of the County of Passaic are authorized to execute an agreement and take any other steps necessary to carry out the purpose of this resolution.
