RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO CABLEVISION LIGHTPATH, INC. FOR THE PROVISION OF VOICE SERVICES (ANALOG AND VOICE OVER INTERNET PROTOCOL) AT VARIOUS COUNTY FACILITIES, PURSUANT TO N.J.S.A. 40A:11-10

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Passaic Board of County Commissioners (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, the County is a member of the Educational Service Commission of New Jersey Cooperative Contract Purchasing System, #65MCESCCPS, a joint cooperative pricing system, offering competitive pricing for various goods and services established pursuant to N.J.S.A. 40A:11-10, which awarded a contract to Cablevision Lightpath, Inc. under Unified Communications, Voice and Collaboration Solutions - ESCNJ 23/24-10; and
WHEREAS, the County’s Purchasing Agent is recommending that the Board authorize an award of contract to Cablevision Lightpath, Inc., pursuant to Contract No. ESCNJ 23/24-10, to provide voice over internet protocol (VoIP) and analog voice services at various County facilities, including the County’s main data centers and Preakness Healthcare Center, for a period from November 1, 2024 to December 12, 2026, in a total amount not to exceed two hundred sixty thousand one hundred sixty dollars ($260,160.00); and
WHEREAS, funds are available in Account No. 4-01-31-221-001-U02 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the October 9, 2024 Administration and Finance Committee meeting and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, that the Board of County Commissioners of the County of Passaic authorizes the award of contract to Cablevision Lightpath, Inc., to provide VoIP and analog voice services at various County facilities, including the County’s main data centers and Preakness Healthcare Center, for a period from November 1, 2024 to December 12, 2026, in a total amount not to exceed two hundred sixty thousand one hundred sixty dollars ($260,160.00), as recommended by the County’s Purchasing Agent.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, Purchasing Agent, and Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this resolution.
