RESOLUTION QUALIFYING VENDORS AND AWARDING CONTRACTS FOR RFQ-25-024 ASL SIGN LANGUAGE INTERPRETERS FOR PREAKNESS HEALTHCARE CENTER FOR THE PERIOD JANUARY 1, 2025, TO DECEMBER 31, 2025, PURSUANT TO N.J.S.A. 40A:11-5(1).

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (hereafter “Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board and needs sign language interpreters; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5(1), the Purchasing Agent issued RFQ-25-024: ASL Sign Language Interpreters (hereafter “RFQ-25-024”), to provide American Sign Language (hereafter “ASL”) Sign Language Interpreters for residents of Preakness, as needed, during calendar year 2025; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualification for a pool of ASL Sign Language Interpreters for calendar year 2025 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, establishes the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, on October 16, 2024, the Purchasing Agent unsealed responses to RFQ-25-024 and CITE ASL Services, LLC; Laurellie Jacobs Martinez; and Jamie Steinberg, submitted responsive proposals, as evidenced by the Tally Sheet, attached hereto and made a part of this Resolution; and
WHEREAS, CITE ASL Services, LLC; Laurellie Jacobs Martinez; and Jamie Steinberg submitted qualifications responsive to RFQ-25-024, which were reviewed by the Evaluation and Review Committee and are being recommended to the Board for qualification to provide ASL Sign Language Interpretation Services to Preakness, as needed during calendar year 2025; and
WHEREAS, the Director of Preakness is recommending a contract award to CITE ASL Services, LLC; Laurellie Jacobs Martinez; and Jamie Steinberg, to provide ASL Sign Language Interpretation for residents of Preakness for the period January 1, 2025 to December 31, 2025 in an amount not to exceed forty five thousand and 00/100 ($45,000.00) dollars, contingent upon the 2025 budget; and
WHEREAS, funds are available in Account No. 5-01-27-172-001-233, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendors executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendors are not involved in prohibited activities in Russia and Belarus, and the County confirmed vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the November 12, 2024, Health and Human Services Committee meeting and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5(1), the Board of County Commissioners of the County of Passaic (hereafter “County”) hereby qualifies and awards a contract under RFQ-25-024 to CITE ASL Services, LLC; Laurellie Jacobs Martinez; and Jamie Steinberg, to provide ASL Sign Language Interpretation for residents of Preakness Healthcare Center for the period January 1, 2025 to December 31, 2025, in an amount not to exceed forty five thousand and 00/100 ($45,000.00) dollars, contingent upon 2025 budget; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract awarded to CITE ASL Services, LLC; Laurellie Jacobs Martinez and Jamie Steinberg and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
