RESOLUTION TO INCREASE THE AMOUNT APPROPRIATED FOR CONTRACTORS WHO WERE QUALIFIED THROUGH RFQ-24-068: TO EXPAND THE POOL WEATHERIZATION ASSISTANCE PROGRAM (WAP) RESIDENTIAL INSULATION AND INSTALLATION WITH OTHER ENERGY CONSERVATION MEASURES

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the County, through its Division of Weatherization and Home Energy (hereafter “Division”) of the Department of Senior Services administers various programs to reduce energy costs for low-income residents in Passaic County by improving energy efficiency; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq., the Purchasing Agent issued RFQ-24-068: To expand the pool Weatherization Assistance Program (WAP) Residential Insulation and Ventilation Repair and Installation with other Energy Conservation Measures (hereafter “RFQ-24-068”), seeking qualifications for a pool of qualified contractors to provide professional weatherization remediation services consisting of insulation, ventilation, and related work activity for residents of the County; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualifications for RFQ-24-068 are publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, pursuant to Resolution R-24-364, dated April 23, 2024, the Board authorized the qualification of NJP Insulation, of Paterson, NJ in response to RFQ-24-068, on an as-needed basis, for the period of January 1, 2024, through December 31, 2024, with an appropriation amount of $200,000.00; and
WHEREAS, the Division received the Department of Energy Weatherization 2024 Grant; the Division is requesting to add Department of Energy Weatherization 2024 grant funds in the amount of $20,000.00 to the appropriation amount for the qualified vendor above, increasing the total appropriation amount for RFQ-24-068 to $220,000.00.
WHEREAS, funds are available in Account Nos. G-01-41-708-024-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et.seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the December 2, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, BE IT RESOLVED, that the Board authorizes an increase in the Department of Energy Weatherization 2024 grant funds in the amount of $20,000.00 to the appropriation amount for the qualified vendor, increasing the total appropriation amount for RFQ-24-068 to $220,000.00; and
LET IT FURTHER BE RESOLVED, that the Director of the Board, County Counsel, and Director of the Weatherization and Home Energy Division, and Purchasing Agent are authorized to take any action necessary to carry out the purpose of this Resolution.
