RESOLUTION AUTHORIZING A THIRD NO-COST TIME EXTENSION OF THE GRANT AWARD TO VISITING HOMEMAKER SERVICE OF PASSAIC COUNTY, INC., d/b/a HOME CARE OPTIONS FROM FUNDING PROVIDED BY THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE PASSAIC COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FY-2019 and CDBG-CV1 UNTIL SEPTEMBER 30, 2025

WHEREAS, the County of Passaic submitted the Five (5) Year Consolidated Plan for the period of FY 2018-2022 to the US Department of Housing and Urban Development (hereafter “USHUD”); and
WHEREAS, the Passaic County Board of County Commissioners (hereafter “Board”) adopted Resolution R-2020-0660 on August 11, 2020 authorizing the Planning and Economic Development Department to submit an application to the USHUD for financial assistance in the amount of five hundred thirty-seven thousand four hundred thirty four and 00/100 ($537,434.00) dollars to fund the Coronavirus Aid, Relief & Economic Security Act amendment to the FY 2019 Passaic County Community Development Block Grant (hereafter “CDBG”) Program for CDBG-CV1 funding; and
WHEREAS, the Board accepted a grant from the USHUD for CDBG-CV1 funding of five hundred thirty-seven thousand four hundred thirty four and 00/100 ($537,434.00) dollars via adopted Resolution R-2020-0926 on October 27, 2020; and
WHEREAS, the Board adopted Resolution R-2020-1129 on December 8, 2020 allocating the CDBG-CV1 funding and amending CDBG FY 2019 funding Visiting Homemaker Service of Passaic County, Inc., d/b/a Home Care Options; and
WHEREAS, Visiting Homemaker Service of Passaic County, Inc., d/b/a Home Care Options received CDBG FY 2019 and CDBG-CV1 funding totaling fifteen thousand and 00/100 ($15,000.00) dollars; and
WHEREAS, the Board adopted Resolution R-22-1069 on November 22, 2022 providing the first no-cost time extension to Visiting Homemaker Service of Passaic County, Inc., d/b/a Home Care Options until September 30, 2023 in order to continue services to homebound seniors; and
WHEREAS, the Board adopted Resolution R-23-0845 on September 5, 2023 providing the second no-cost time extension to Visiting Homemaker Service of Passaic County, Inc., d/b/a Home Care Options until September 30, 2024 in order to continue services to homebound seniors; and
WHEREAS, Visiting Homemaker Service of Passaic County, Inc., d/b/a Home Care Options is now requesting that they be provided a third no-cost grant extension from September 30, 2024, to September 30, 2025, to expend the CDBG FY 2019 and CDBG-CV1 funding (see attached letter); and
WHEREAS, this matter was discussed at the November 26, 2024, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval;
WHEREAS, the Board is desirous of providing a third no-cost grant extension to Visiting Homemaker Service of Passaic County, Inc., d/b/a Home Care Options for CDBG FY 2019 and CDBG CV1 funding; and
NOW, THEREFORE, BE IT RESOLVED, that the Passaic County Board of County Commissioners (hereafter “Board”) that it provides a third no-cost time extension of the Passaic County Community Development Block Grant (hereafter “CDBG”) FY 2019 and CDBG-CV1 grant to Visiting Homemaker Service of Passaic County, Inc., d/b/a Home Care Options to September 30, 2025; and
LET IT BE FURTHER RESOLVED, that the Board Director and Clerk to the Board, as well as the Director of Economic Development, are hereby authorized to act as the authorized representatives of the County of Passaic and to execute all necessary documents and certifications on behalf of the County of Passaic.
