RESOLUTION AUTHORIZING THE APPOINTMENT OF PAULA ALFORD TO THE PASSAIC COUNTY BOARD OF SOCIAL SERVICES AS A PUBLIC MEMBER, PURSUANT TO N.J.S.A. 44:1-12

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 44:1-10, the Board established the Passaic County Board of Social Services (hereafter “Board of Social Services”) for the permanent maintenance and relief of the poor in Passaic County; and
WHEREAS, pursuant to N.J.S.A. 44:1-11, the Board of Social Services shall be composed of not less than five (5) nor more than seven (7) citizens of the County or municipalities participating, at least two of whom shall be women, to be appointed by the Board, and other members as set forth under the law; and
WHEREAS, pursuant to N.J.S.A. 44:1-12, members of the Board of Social Services shall be appointed for a term of five (5) years, with vacancies to be filled for the unexpired term; and
WHEREAS, on July 24, 2001, the Board approved Resolution No. R-01-390, which in relevant part appointed Dawn Alston to the Board of Social Services as a Public Member for a term which expired on December 31, 2004; and
WHEREAS, following December 31, 2004, Ms. Alston continued to serve as a Public Member of the Board of Social Services in a holdover capacity, and her current term is set to expire on December 31, 2024; and
WHEREAS, Ms. Alston is stepping down from her position on the Board of Social Services; and
WHEREAS, Paula Alford is a resident of the City of Paterson, and is otherwise qualified to serve as a Public Member of the Board of Social Services; and
WHEREAS, the Board desires to appoint Paula Alford to replace Dawn Alston as a Public Member of the Board of Social Services, effective upon the expiration of Ms. Alston’s current term, for a term of five (5) years as specified by law; and
WHEREAS, this matter was discussed at the November 6, 2024 Administration and Finance Committee, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 44:1-12, that the Board of County Commissioners of the County of Passaic appoints Paula Alford as a Public Member to the Passaic County Board of Social Services, for a term beginning on January 1, 2025 and expiring on December 31, 2029.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board shall send a certified copy of this Resolution to be filed with the Executive Director of the Passaic County Board of Social Services.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board of County Commissioners are authorized to take any action necessary to carry out the purposes of this Resolution.
