RESOLUTION AUTHORIZING AWARDS OF CONTRACTS TO VARIOUS VENDORS IN CONNECTION WITH AGING SERVICES AND PROGRAMS FOR AREA PLAN CONTRACTS 2025-2027 FOR THE PERIOD JANUARY 1, 2025, THROUGH DECEMBER 31, 2025, WITH TWO (2) ONE-YEAR OPTIONS TO RENEW, PURSUANT TO N.J.S.A. 40A:11-4.1 ET SEQ.

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18.1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“County”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Senior Services (hereafter “Department”) provides assistance with senior benefit programs, including home and community services to senior citizens throughout Passaic County; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40a:11-4.1(b)(2) specifically allows the County to utilize competitive contracting for the operation, management or administration of recreation or social service facilities or programs; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, on June 11, 2024, the Board passed Resolution R-24-496 authorizing competitive contracting to award contracts under the Department of Senior Services Area Plan Contracts for the 2025-2027 grant period; and
WHEREAS, on September 11, 2024, the Passaic County Purchasing Agent issued RFP-25-001 Passaic County Department of Senior Services, Disability and Veterans Affairs 2025-2027 Area Plan Contract (“RFP-25-001”); and
WHEREAS, on October 11, 2024, the Passaic County Purchasing Agent issued RFP-25-006 Re-bid Passaic County Department of Senior Services, Disability and Veterans Affairs 2025-2027 Area Plan Contract (“RFP-25-006”); and
WHEREAS, on October 1, 2024, the Purchasing Agent unsealed responses to RFP-25-001 and, in accordance with the law, on October 3, 2024, a Review Committee was convened to review the responses and made the following award recommendations in a memorandum, as follows:
• The contract amount for Passaic County Department of Senior Services is $20,700. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Catholic Family and Community Services is $142,372. The contract amount for Passaic County Adult Day Care is $144,228. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Home Care Options is $61,907 (SHTP). The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Paterson Community Health Center is $25,000. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2025 & 2026 and is contingent upon availability of funds.
• The contract amount for Jewish Family Service & Children Center is $37,539. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Home Care Options is $142,125 (Title IIIB = $50,000 and SASS = $92,125). The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Passaic County ParaTransit is $147,081. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for City of Clifton is $32,000. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Passaic County Board of Social Services is $415,906. The contract period is January 2025 to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Passaic County Division of Nutrition Services is $594,735. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Passaic County Division of Nutrition Services is $1,005,549. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
• The contract amount for Passaic County Division of Nutrition Services is $57,525. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
WHEREAS, on October 31, 2024, the Passaic County Purchasing Agent unsealed responses to RFP-25-006 and, in accordance with the law, on November 1, 2024, a Review Committee was convened to review the responses and made the following award recommendations in a memorandum, as follows:
• The contract amount for Catholic Family & Community Services is $20,500. The contract period is January 1, 2025, to December 31, 2025. One-year renewal for 2026 & 2027 and is contingent upon availability of funds.
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for proposals is a fair and open process, specifically the request for proposals for RFP-25-001 and RFP-25-006 was publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitations, and is publicly opened and announced when awarded; and
WHEREAS, funds are available in any account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent County budget(s), which is attached hereto and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the December 2, 2024, Health and Human Services Committee meeting and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, that the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract to the vendors set forth above and maintain a copy of this Resolution on file and available for public inspection in the Office of the Clerk to the Board.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Director of Senior Services, Purchasing Agent, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
