RESOLUTION QUALIFYING AND AWARDING CONTRACTS TO PROVIDERS OF AGENCY CLINICAL STAFF FOR RESIDENTS OF PREAKNESS HEALTHCARE CENTER, UNDER RFQ-25-041.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, Preakness Healthcare Center (hereafter “Preakness”) is a New Jersey Department of Health licensed, 406-bed skilled nursing facility that is owned and operated by the Board, and is in need of Agency Clinical Staff for residents of Preakness Healthcare Center; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et.seq., the Purchasing Agent issued RFQ-25-041: provision of Agency Clinical Staff for residents of Preakness Healthcare Center during period January 1, 2025, through December 31, 2025 (hereafter “RFQ-25-041”) seeking qualifications as set forth above; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the qualification for RFQ-25-041 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, the Executive Director of Preakness Healthcare Center is requesting that the Board qualify for the period of January 1, 2025, through December 31, 2025, HumanEdge Inc., All Source Recruiting Group, d/b/a Ardor Health Solutions, Health Advocates Network Inc., d/b/a Staff Today, Aequor Healthcare Services LLC, RADgov, Inc., GLC On-The Go Inc., Quest Staffing Solutions, Inc., and Nirvana Sky Group LLC, d/b/a 24/7 Healthcare Pros for residents of Preakness Healthcare Center; and
WHEREAS, the Executive Director of Preakness Healthcare Center is requesting that the Board award contracts for the period of January 1, 2025 through December 31, 2025 to Human Edge, Aequor Healthcare Services, GLC On the Go, Health Advocates Network d/b/a 24/7 Healthcare Pros, and Quest Staffing Solutions in the amount of two million and 00/100 ($2,000,000.00) dollars for a pool of agency staff; and
WHEREAS, funds are available in Account No. 5-01-27-172-001-213, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent County budget(s); and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the November 12, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-5, et. seq., the Board of County Commissioners of the County of Passaic hereby qualifies HumanEdge Inc., All Source Recruiting Group, d/b/a Ardor Health Solutions, Health Advocates Network Inc., d/b/a Staff Today, Aequor Healthcare Services LLC, RADgov, Inc., GLC On-The Go Inc., Quest Staffing Solutions, Inc., and Nirvana Sky Group LLC, d/b/a 24/7 Healthcare Pros for the provision of Agency Clinical Staff for residents of Preakness Healthcare Center during period January 1, 2025 through December 31, 2025, under RFQ-25-041; and
LET IT BE FURTHER RESOLVED, pursuant to N.J.S.A. 40A:11-5, et seq., the Board of County Commissioners of the County of Passaic hereby awards contracts to HumanEdge Inc., All Source Recruiting Group, d/b/a Ardor Health Solutions, Health Advocates Network Inc., d/b/a Staff Today, Aequor Healthcare Services LLC, RADgov, Inc., GLC On-The Go Inc., Quest Staffing Solutions, Inc., and Nirvana Sky Group LLC, d/b/a 24/7 Healthcare Pros for the provision of Agency Clinical Staff for residents of Preakness Healthcare Center during period January 1, 2025 through December 31, 2025, under RFQ-25-041, and
LET IT BE FURTHER RESOLVED, the Clerk to the Board, County Counsel, Purchasing Agent, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
LET IT BE FURTHER RESOLVED, that Resolution R-24-1117, dated November 18, 2024, is hereby rescinded.
