RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO MELODY F. BUNDY D/B/A FRONTIER SERVICES TO PROVIDE DISABILITY NAVIGATION CONSULTING SERVICES FOR THE PASSAIC COUNTY DEPARTMENT OF HUMAN SERVICES, RFP-24-038, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b)(2) specifically authorizes the County to utilize competitive contracting to procure services related to the operation, management or administration of social service programs, under which this program falls; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R-23-883, dated October 8, 2024, authorizing the Department to initiate the RFP process to procure services to develop programs to support individuals with intellectual and developmental disabilities in Passaic County and their families; and
WHEREAS, on April 12, 2023, the Purchasing Agent unsealed responses to Disability Services Navigator Consultant Grant Administered by The County Department of Human Services, RFP-24-038 (hereafter “RFP-24-038”); and
WHEREAS, in accordance with the law, a Review Committee was convened to review the responses to RFP-24-038, and in a memorandum dated November 15, 2024, attached to and made part of this Resolution, recommended an award of contract to Melody F. Bundy d/b/a Frontier Services to provide Disability Navigation Consulting Services beginning November 1, 2024, to December 31, 2024, in the amount of fourteen thousand eight hundred and seventy-four dollars ($14,874.00), and is eligible for up to three (3) one-year options to renew as follows: January 1, 2025 to December 31, 2025; January 1, 2026 to December 31, 2026; and January 1, 2027 to December 31, 2027; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for proposals is a fair and open process, specifically, the request for proposals for the projects under RFP-24-038 are publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, funds are available in Account No. 4-01-30-204-006-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the December 3, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) is authorizing contract award to Melody F. Bundy d/b/a Frontier Services under RFP-24-038 Disability Services Navigator Consultant Grant Administered by The County Department of Human Services, in the amount of fourteen thousand eight hundred and seventy-four dollars ($14,874.00) for a term beginning November 1, 2024 to December 31, 2024, eligible for up to three (3) one-year options to renew as follows:
1. January 1, 2025, to December 31, 2025;
2. January 1, 2026, to December 31, 2026; and
3. January 1, 2027, to December 31, 2027; and
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contract to Melody F. Bundy d/b/a Frontier Services, and maintain a copy of the Resolution on file and available for public inspection in the Office of the Clerk to the Board; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
