RESOLUTION EXERCISING SECOND ONE-YEAR OPTION TO RENEW UNDER RFP-23-011 TO EVA’S VILLAGE, INC., TO PROVIDE CONGREGATE FEEDING FOR HOMELESS UNDER SOCIAL SERVICES FOR THE HOMELESS GRANT, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social service programs, under which this program falls; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R2019-0286, dated March 26, 2019, authorizing the Department to initiate the RFP process to procure services related to the administration of social service programs; and
WHEREAS, on April 12, 2023, the Purchasing Agent unsealed responses to Congregate Feeding for Homeless Under the Social Services for the Homeless Grant Administered by the County Department of Human Services, RFP-23-011 (hereafter “RFP-23-011”); and
WHEREAS, in accordance with the law, a Review Committee was convened to review the responses to RFP-23-011, and in a memorandum dated April 12, 2023, recommended an award of contract to Eva’s Village, Inc., as contained in Resolution No. R-23-0394, dated April 25, 2023, with up to three (3) one-year options to renew, to provide congregate feeding for the homeless; and
WHEREAS, the Board exercised the first option to renew for the calendar year 2024 under Resolution No. 23-1137, dated December 12, 2023; and
WHEREAS, the Director of the Department is requesting that the second one-year option to renew be exercised to Eva’s Village, Inc., for the period January 1, 2025, to December 31, 2025, in the amount of Fifty-Five Thousand ($55,000.00) Dollars; and
WHEREAS, funds are available in Account No. G-01-41-811-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the December 3, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the second one-year option to renew the contract to approved vendor, Eva’s Village, Inc., under RFP-23-011 Congregate Feeding for Homeless under the Social Services for the Homeless Grant, in the amount of Fifty-Five Thousand ($55,000.00) Dollars for a term beginning January 1, 2025, to December 31, 2025, to provide congregate feeding for the homeless;
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
