RESOLUTION AUTHORIZING GRANT AWARDS TO THE CITY OF PATERSON, CITY OF PASSAIC, AND CITY OF CLIFTON FOR THE CODE BLUE PROGRAM FOR 2024-2025, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, the Department of Human Services (“Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, pursuant to N.J.S.A. App.A:9-43.19, the County is responsible for issuing Code Blue alerts to municipalities within Passaic County and is responsible for working with local agencies to provide shelter and warming centers for individuals in need during a Code Blue alert; and
WHEREAS, the Executive Director of Human Services is recommending to make a grant award to the City of Paterson, City of Passaic, and City of Clifton for the 2024-2025 Code Blue season, in a total amount not to exceed two hundred fifteen thousand dollars ($215,000.00), as follows:
1. A grant award to the City of Paterson, in an amount not to exceed one hundred fifteen thousand dollars ($115,000.00) to provide Code Blue Services to County residents; and
2. A grant award to the City of Passaic, in an amount not to exceed fifty thousand dollars ($50,000.00) to provide Code Blue Services to County residents; and
3. A grant award to the City of Clifton, in an amount not to exceed fifty thousand dollars ($50,000.00) to provide Code Blue Services to County residents; and
WHEREAS, the aforementioned grant awards are contingent upon the County receiving grant funding from the State of New Jersey, Division of Family Development, which is the source of funding for the Code Blue Program; and
WHEREAS, funds are available in Account No. G-01-41-924-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the December 3, 2024, Health and Human Services Committee meeting and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic authorizes a grant award to the City of Paterson, City of Passaic and City of Clifton for the 2024-2025 Code Blue Program, in a total amount not to exceed two hundred fifteen thousand dollars ($215,000.00), as follows:
1. A grant award to the City of Paterson, in an amount not to exceed one hundred fifteen thousand dollars ($115,000.00) to provide Code Blue Services to County residents for the 2024-2025 Code Blue season.
2. A grant award to the City of Passaic, in an amount not to exceed fifty thousand dollars ($50,000.00) to provide Code Blue Services to County residents for the 2024-2025 Code Blue season
3. A grant award to the City of Clifton, in an amount not to exceed fifty thousand dollars ($50,000.00) to provide Code Blue Services to County residents for the 2024-2025 Code Blue season.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Executive Director of Human Services and Director of the Board are authorized to take any action necessary to carry out the purposes of this resolution.
