RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO DOCTOR SUSAN A. FURNARI LICENSED PSYCHOLOGIST FOR PSYCHOLOGICAL EXAMINATIONS TO ESTABLISH FITNESS FOR DUTY FOR SERVING PERSONNEL, PRE-EMPLOYMENT EVALUATIONS AND PSYCHOLOGICAL RE-EXAMINATIONS FOR THE PASSAIC COUNTY SHERIFF’S OFFICE AS PER RFQ-25-057, PURSUANT TO N.J.S.A. N.J.S.A. 40A:11-5, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, the Passaic County Sheriff’s Office (hereinafter “PCSO”) requires a vendor to perform psychological examinations, pre-employment evaluations, and psychological re-examinations; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5, et seq. the Purchasing Agent issued RFQ-25-057 seeking sealed proposals for psychological examinations to establish fitness for duty for serving personnel, pre-employment evaluations, and psychological re-examinations for the PCSO; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for qualifications is a fair and open process, specifically, the request for qualifications for a pool of outside vendors for calendar year 2025 is publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, on November 14, 2024, bids were unsealed for RFQ-25-057, with one (1) response bidder, Dr. Susan Furnari Licensed Psychologist; and
WHEREAS, the qualifications of Dr. Susan Furnari were reviewed by the PCSO and are being recommended for qualification by the Board to provide psychological examinations to establish fitness for duty for serving personnel, pre-employment psychological examinations, and psychological re-examinations for the PCSO in an amount not to exceed fifteen thousand dollars ($15,000.00); and
WHEREAS, the PCSO recommends the contract award to Dr. Susan Furnari Licensed Psychologist to provide psychological examinations to establish fitness for duty for serving personnel, pre-employment evaluations, and psychological re-examinations for the PCSO; and
WHEREAS, this matter was discussed at the December 3, 2024, Law and Public Safety Committee meeting and is being recommended to the Board for approval; and
WHEREAS, the funds are in the account number 5-01-25-157-005-M01, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in 2024 or subsequent years’ County budget(s), which is attached to and made part of this Resolution.
LET IT BE FURTHER RESOLVED, pursuant to N.J.S.A. 40A:11-5, the County is authorizing an award of contract to Dr. Susan Furnari Licensed Psychologist to provide psychological examinations to establish fitness for duty for serving personnel, pre-employment evaluations, and psychological re-examinations for the PCSO in an amount not to exceed fifteen thousand dollars ($15,000.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board of County Commissioners are authorized to execute an agreement with Turn Out Uniform Inc., and take any other steps necessary to carry out the purpose of this Resolution.
