RESOLUTION EXERCISING SECOND ONE-YEAR OPTION TO RENEW CONTRACTS WITH APPROVED VENDORS FOR HOME ASSISTANCE SERVICES AND SERVICES FOR THE DISABLED UNDER RFP-23-004 VARIOUS PROJECTS TO BE FUNDED UNDER PASSAIC COUNTY’S HUMAN SERVICES AND PEER GROUPING GRANTS, FOR CALENDAR YEAR 2025, PURSUANT TO N.J.S.A. 40A:11-4.1, ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social service programs, under which this program falls; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R20070714, dated November 27, 2007, authorizing the Department to initiate the RFP process for various projects under the County’s Human Services and Peer Grouping Grants; and
WHEREAS, on November 18, 2022, the Purchasing Agent unsealed responses to RFP-23-004, Various Projects to be Funded Under Passaic County’s Human Services and Peer Grouping Grants Administered by the County Department of Human Services (“RFP-23-004”); and
WHEREAS, in accordance with the law, a review committee was convened to review the responses to RFP-23-004, and recommended an award of contract to approved vendors to provide home assistance services and services for the disabled, which was approved by the Board in Resolution No. 22-1210, dated December 27, 2022, including up to three (3) one-year options to renew; and
WHEREAS, the Board exercised the first option to renew for calendar year 2024 under Resolution No. R-23-1143, dated December 12, 2023; and
WHEREAS, the Director of the Department is requesting that the second one-year option to renew be exercised for calendar year 2025, from January 1, 2025, to December 31, 2025, with respect to the following approved vendors and contracts, totaling $158,000.00:
• HomeCare Options - home visiting services: $50,000.00;
• The ARC of Bergen and Passaic - aid to disabled children/early intervention program: $54,000.00; and
• DIAL, Inc. - aid to disabled adults/therapeutic program: $54,000.00; and
WHEREAS, pursuant to N.J.S.A. 52:32-60.1, et seq., HomeCare Options, ARC of Bergen and Passaic, and DIAL, Inc. executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying that they are not involved in prohibited activities in Russia and Belarus, and the County confirmed that said vendors are not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account Nos. 5-01-30-204-006-213 and 5-01-27-160-001-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the December 17, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the second one-year option to renew with respect to the following approved vendors and contracts under RFP-23-004 Various Projects to be Funded Under Passaic County’s Human Services and Peer Grouping Grants, for a term beginning January 1, 2025, to December 31, 2025, totaling $158,000.00:
• HomeCare Options - home visiting services: $50,000.00;
• The ARC of Bergen and Passaic - aid to disabled children/early intervention program: $54,000.00; and
• DIAL, Inc. - aid to disabled adults/therapeutic program: $54,000.00.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
