RESOLUTION AUTHORIZING CONTRACT AWARD TO HS&H OUTREACH SERVICES A NJ NONPROFIT CORPORATION FOR HOUSING SUPPORT AND CASE MANAGEMENT SERVICES UNDER RFP-24-039, PURSUANT TO N.J.S.A. 40A:11-4.1, ET.SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the administration of social services programs, under which this program falls; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution No. R-23-0616, dated June 27, 2023, authorizing the Department to initiate the RFP process to provide social services, case management, and transportation services for individuals and families who are homeless and at risk of homelessness; and
WHEREAS, on November 20, 2024, the County Purchasing Agent issued RFP-24-039, Re-Bid Passaic County Re-Entry Program (PREP) Housing Support and Case Management Grant Administered by the County Department of Human Services (“RFP-24-039”), responses to which were received on December 10, 2024; and
WHEREAS, pursuant to N.J.S.A. 19:44A-20.4, the County’s request for proposals is a fair and open process, specifically, the request for proposals for the projects under RFP-24-039 are publicly advertised, awarded under a process that provides for public solicitation of qualifications, established the basis of an award and disclosure process documented in writing prior to any solicitation, and is publicly opened and announced when awarded; and
WHEREAS, in accordance with the law, a review committee was convened to review the responses to RFP-24-039, and in a memorandum dated December 11, 2024 attached to and made part of this Resolution, recommended an award of contract to HS&H Outreach Services A NJ Nonprofit Corporation to provide housing support and case management services for individuals enrolled in the Passaic County Re-Entry Program, for a term from November 1, 2024 to December 31, 2024, in the amount of twenty-one thousand dollars ($21,000.00) for such initial term, with the County retaining four (4) one (1) year options to be exercised at the discretion of the Board, in accordance with the vendor’s response to RFP-24-039; and
WHEREAS, the Director of the Department is recommending that the first one-year option to extend the above-described contract with HS&H Outreach Services A NJ Nonprofit Corporation be exercised for calendar year 2025, from January 1, 2025 to December 31, 2025, in the amount of fifty thousand dollars ($50,000.00) for such option year, resulting in an overall contract term from November 1, 2024 to December 31, 2025, at a total amount of seventy-one thousand dollars ($71,000.00) for such overall term; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., HS&H Outreach Services A NJ Nonprofit Corporation executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying they are not involved in prohibited activities in Russia and Belarus, and the County confirmed said vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, funds are available in Account No. 4-01-25-157-004-PE1 and 5-01-25-157-004-PE1 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget(s); and
WHEREAS, this matter was discussed at the December 17, 2024, meeting of the Health and Human Services Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (“Board”) hereby authorizes a contract award to HS&H Outreach Services A NJ Nonprofit Corporation under RFP-24-039, Re-Bid Passaic County Re-Entry Program (PREP) Housing Support and Case Management Grant Administered by the County Department of Human Services, for a term from November 1, 2024 to December 31, 2024, in the amount of twenty-one thousand dollars ($21,000.00) for such initial term, and further exercises the first one-year option to extend said contract for the 2025 calendar year in the amount of fifty thousand dollars ($50,000.00) from January 1, 2025 to December 31, 2025, resulting in a total amount not to exceed seventy-one thousand dollars ($71,000.00) during an overall term from November 1, 2024 to December 31, 2025, with three (3) remaining one-year options to renew.
LET IT BE FURTHER RESOLVED, the Clerk to the Board shall print, in the official newspaper, a brief notice stating the nature, duration, service, and amount of the contracts to the approved vendors as stated herein and maintain a copy of the Resolution on file and available for public inspection in the Office of the Clerk to the Board; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
