RESOLUTION AUTHORIZING AWARD OF CONTRACT TO LINKS BRIDGES USA, INC. FOR THE ON-CALL PREFABRICATED COMPOSITE FOOT BRIDGE FABRICATOR FOR USE AT THE PREAKNESS VALLEY GOLF COURSE IN THE TOWNSHIP OF WAYNE, PURSUANT TO N.J.S.A 40A: 11-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners of the County of Passaic (hereafter “Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4, et seq., every contract awarded by the County, for the provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold [40A:11-3], shall be awarded only by resolution of the Board to the lowest responsible bidder after public advertising for bids and bidding thereof; and
WHEREAS, on October 23, 2024, the Purchasing Agent issued Re-Bid On-Call Prefabricated Composite Foot Bridge Fabricator for the Preakness Valley Golf Course, Bid No. SB-24-065 (hereafter “SB-24-065”) seeking sealed proposals from qualified bidders for the period of November 1, 2024 through October 31, 2025, to be used on an as-needed basis; and
WHEREAS, on November 8, 2024, bids were unsealed for SB-24-065by the Purchasing Agent with one (1) response from qualified bidders received from Links Bridges USA, Inc.; and
WHEREAS, there is now a need for prefabricated composite pedestrian foot bridges at the Preakness Valley Golf Course and the Director of the Department of Parks and Recreation is recommending an award of contract to Links Bridges USA, Inc. in an amount not to exceed seventy-four thousand five hundred dollars ($74,500) to supply the following items:
1. Bridge #1: Design and stamped by a New Jersey Professional Engineer, Furnish and Transport Prefabricated 100% Fiberglass Bridge - Bridge #1 Length: 40’; Width: 4’
2. Bridge #2: Design and stamped by a New Jersey Professional Engineer, Furnish and Transport Prefabricated 100% Fiberglass Bridge - Bridge #2 Length: 18’; Width: 4’
3. Bridge #3: Design and stamped by a New Jersey Professional Engineer, Furnish and Transport Prefabricated 100% Fiberglass Bridge - Bridge #3 Length: 16’; Width: 4’
WHEREAS, funds are available in Account No. 4-01-44-900-003-000 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2024 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the December 11, 2024, meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-1 et seq. the Passaic County Board of Commissioners hereby authorizes an award of contract to Links Bridges USA, Inc., in an amount not to exceed seventy-four thousand five hundred dollars ($74,500) for the purchase of Prefabricated Composite Foot Bridge Fabricator for the Preakness Valley Golf Course.
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, Chief Financial Officer, County Counsel, County Engineer, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
