RESOLUTION AUTHORIZING AFFILIATION AGREEMENT BETWEEN PREAKNESS HEALTHCARE CENTER AND PASSAIC COUNTY TECHNICAL-VOCATIONAL SCHOOLS FOR LPN PROGRAM, PURSUANT TO N.J.S.A. 40:20-1

WHEREAS, the County of Passaic (“County”) is a body politic and corporate pursuant to N.J.S.A. 40:18-1 and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic (“Board”) is vested with managing the property, finances, and affairs of the County; and
WHEREAS, Preakness Healthcare Center (“Preakness”) is a 406-bed skilled nursing facility that is licensed by the New Jersey Department of Health and owned and operated by the Board; and
WHEREAS, pursuant to N.J.S.A. 18A:54-11, et seq., the Board established the Passaic County Technical-Vocational Schools (“PCTVS”), which offers comprehensive academics and diverse career and technical programs, including a Licensed Practical Nurse (“LPN”) Program; and
WHEREAS, in order to fulfill the objectives of the LPN Program, PCTVS desires to obtain high-quality clinical training opportunities for students enrolled in said Program; and
WHEREAS, Preakness is equipped with the facilities and professional staff necessary to provide a clinical educational experience to participating students; and
WHEREAS, the Executive Director of Preakness is recommending that the Board approve the attached Affiliation Agreement between Preakness and PCTVS, which will enable the parties to coordinate so that students and supervising faculty from the PCTVS LPN Program can utilize certain Preakness facilities for clinical learning purposes; and
WHEREAS, this matter was discussed at the March 18, 2025 Health & Human Services Committee meeting, and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners of the County of Passaic hereby authorizes the attached Affiliation Agreement, which will enable the Preakness and PCTVS to coordinate so that students and supervising faculty from the PCTVS LPN Program can utilize certain Preakness facilities for clinical learning purposes.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Executive Director of Preakness, and Director of the Board are authorized to take any action necessary to carry out the purpose of this Resolution.
