RESOLUTION AUTHORIZING AN AWARD OF CONTRACT TO CARRIER CORPORATION TO REPLACE TWO WATER SOURCE HEAT PUMPS LOCATED AT THE PASSAIC COUNTY COURTHOUSE, 77 HAMILTON STREET IN THE CITY OF PATERSON, PURSUANT TO N.J.S.A. 40A:11-10

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Passaic Board of County Commissioners (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, pursuant to N.J.S.A. 40A:11-10, the governing bodies of two or more contracting units may provide by a joint agreement for the provision of the performance of goods and services to be used by their respective jurisdictions; and
WHEREAS, the County is a member of the Bergen County Cooperative Contract Purchasing System #11BECCP, a joint cooperative pricing system, offering competitive pricing for various goods and services established pursuant to N.J.S.A. 40A:11-10, et seq.; and
WHEREAS, the Bergen County Cooperative issued and awarded a contract to multiple vendors, including Carrier Corporation for HVAC, Time, and Materials Services, under Contract #BC-Bid-24-55; and
WHEREAS, the Passaic County Engineer is recommending that the Board authorize an award of contract to Carrier Corporation for HVAC services under Contract #BC-Bid-24-55 through the Bergen County Cooperative, to replace two water source heat pumps, the controllers for the Vav, new 24k btu wall mount mini split, and associated upgrades at the Arbitration Room located in the Passaic County Courthouse, 77 Hamilton Street in the City of Paterson, in an amount not to exceed seventy-seven thousand six hundred fifty-five dollars ($77,655.00); and
WHEREAS, funds are available in Account No. C-04-55-182-002-903 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget (s), which is attached to and made part of this Resolution; and
WHEREAS, this matter was discussed at the March 12, 2025 meeting of the Public Works Committee and is being recommended to the Board for approval.
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-10, that the Board of County Commissioners of the County of Passaic authorizes the award of contract to Carrier Corporation to replace two water source heat pumps, the controllers for the Vav, new 24k btu wall mount mini split, and associated upgrades at the Arbitration Room located in the Passaic County Courthouse, 77 Hamilton Street in the City of Paterson, in an amount not to exceed seventy-seven thousand six hundred fifty-five dollars ($77,655.00).
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, County Counsel, and Director of the Board are authorized to execute the contracts and take any other steps necessary to carry out the purpose of this resolution.
