RESOLUTION AUTHORIZING THE DEPARTMENT OF HUMAN SERVICES TO APPLY FOR AND ACCEPT THE NOTICE OF AWARD FOR WORKFORCE INNOVATION OPPORTUNITY ACT DATA REPORTING AND ANALYSIS ALLOTMENTS FROM THE NEW JERSEY DEPARTMENT OF LABOR AND WORKFORCE DEVELOPMENT FOR PROGRAM YEAR 2025 / STATE FISCAL YEAR 2026, PURSUANT TO N.J.S.A. 40:20-1, ET SEQ.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereafter the “Board”) are vested with decision-making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, in a letter dated June 23, 2025 (copy attached hereto), the State of New Jersey, Department of Labor and Workforce Development, informed the County that it was awarded the WIOA Data Reporting and Analysis Allocation for Program Year 2025/State Fiscal Year 2026 in the total amount of twelve thousand nine hundred seventy-one and 00/100 ($12,971.00) dollars for the term beginning July 1, 2025 through June 30, 2026; and
WHEREAS, the funds must be used in accordance with the strategies and priorities laid out in New Jersey’s Combined State Plan for WIOA, as well as additional regional and local workforce plans relevant to the Local Workforce Development Board; and
WHEREAS, the intent of this funding is to allow each local workforce board access to workforce activity and performance data that will assist with real-time program management and continuous quality improvement; and
WHEREAS, a monetary match is not required to accept these funds; and
WHEREAS, the grant period is July 1, 2025 to June 30, 2026; and
WHEREAS, this matter was discussed at the July 8, 2025 meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, et seq., the Board of County Commissioners of the County of Passaic hereby authorizes the Department of Human Services, to apply for and accept grant funding from the New Jersey Department of Labor and Workforce Development in the total amount of $12,971.00 for Program Year 2025 / State Fiscal Year 2026 - WIOA Data Reporting and Analysis Allocation; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, County Counsel, and Director of the Department of Human Services are authorized to take any other steps necessary to carry out the purpose of this Resolution.
