RESOLUTION EXERCISING THIRD AND FINAL OPTION TO RENEW A GRANT TO WORKFORCE DEVELOPMENT CENTER FOR CAREER SERVICES UNDER RFP 22-018, AND THE FIRST AND FINAL OPTION TO RENEW A GRANT TO PRIVATE WORKFORCE DEVELOPMENT CENTER FOR ONE STOP CAREER CENTER MANAGEMENT UNDER RFP 24-031 FOR THE DEPARTMENT OF HUMAN SERVICES, PURSUANT TO N.J.S.A. 40A:11-4.1(b).

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”), is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, the mission of the Workforce Development Board is to ensure that occupational investments are made in Passaic County to support workforce development, training, and job preparation for residents; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(b) specifically authorizes the County to utilize competitive contracting to procure services related to the operation, management, or administration of social services programs; and
WHEREAS, the original award under RFP 22-018 was authorized by Resolution R-22-0721, dated August 9, 2022, whereby the Board authorized awards of contract to Passaic County Workforce Development Center for projects under Workforce Innovation and Opportunity Program and Work First New Jersey Program with three (3) one-year options to renew; and
WHEREAS, the first one-year option was authorized by R-23-0726, dated August 8, 2023; and
WHEREAS, the second one-year option was authorized by R-24-691, dated August 13, 2024, and amended by R-25-545, dated June 17, 2025; and
WHEREAS, the original award under RFP 24-031 was authorized by R-24-881, dated October 8, 2024 with one (1) one-year option to renew, and amended by R-25-545, dated June 17, 2025; and
WHEREAS, the Director of the Department is now requesting that the third and final option to renew a grant to Workforce Development Center for Career Services under RFP-22-018 be exercised, and the first and final option to renew a grant to Private Workforce Development Center for One Stop Career Center Management under RFP-24-031 be exercised for the contract year commencing July 1, 2025 and expiring June 30, 2026; and
WHEREAS, the total allocation amount is Five Million Four Hundred Eighty-One Thousand Five Hundred Thirty-Four and 00/100 ($5,481,534.00) dollars and is distributed as follows:
Administration Program Total:
WIOA Adult Administration - $97,093.00; Program - $2,294,713.00
WIOA Disabled Worker Administration - $77,348.00; Program - $1,991,702.00
WIOA Youth Administration - $142,741.00; Program - $864,966.00
Future Works Program - $12,971.00
WHEREAS, funds are available in Account Nos. G-01-41-721-025-XXX for the amount of $2,391,806.00; G-01-41-723-025-XXX for the amount of $2,069,050.00; G-01-41-722-025-XXX for the amount of $1,007,707.00; and, G-01-41-729-025-PE1 for the amount of $12,971.00, or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, all contracts awarded shall be subject to the availability and appropriation of funds,; the PCOSCC, under the direction of the Workforce Development Board of Passaic County, reserves the right to adjust program offers consistent with available funding levels; and
WHEREAS, the services are supported by the New Jersey Department of Labor, with funds from the United States Department of Health and Human Services and funding for these services is contingent upon the availability of state and federal funds; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the July 8, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED pursuant to N.J.S.A. 40:A-11-4.1 et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the third and final option to renew a grant to Passaic County Workforce Development Center for Career Services under RFP-20-018, and the first and final option to renew a grant to Private Workforce Development Center for One Stop Career Center Management under RFP 24-031 for the Department of Human Services, for the contract year commencing on July 1, 2025 and expiring June 30, 2026, with an award amount of Five Million Four Hundred Eighty-One Thousand Five Hundred Thirty-Four and 00/100 ($5,481,534.00) Dollars.
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, County Counsel, Purchasing Agent, Chief Financial Officer, and Director of the Board are authorized to take any other steps necessary to carry out the purpose of this Resolution.
