RESOLUTION AUTHORIZING A CONTRACT AWARD TO MANAGEMENT COMPUTER SERVICES, INC. OF SPARTA, NJ FOR ANNUAL SUPPORT MAINTENANCE FOR THE PASSAIC COUNTY PUBLIC HOUSING AGENCY’S SOFTWARE AND ONLINE TRAINING CLASS FOR NEW FSS CASEWORKERS, PURSUANT TO N.J.S.A. 40A:11-5(dd).

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Passaic County Public Housing Agency (hereafter “PHA”) is responsible for the administration of federally funded Housing Choice vouchers which provide rental assistance to eligible county residents who reside in privately-owned apartments; and
WHEREAS, pursuant to N.J.S.A. 40A:11-5(dd), for every contract awarded by the County for provision or performance of any goods or services, the cost of which in the aggregate exceeds the bid threshold, may be negotiated and awarded by the Board without public advertising for bids and bidding thereof and shall be awarded by resolution of the Board, if it is for the provision or performance of goods or services for the support or maintenance of proprietary computer hardware and software; and
WHEREAS, Management Computer Services, Inc. of Sparta, NJ provides proprietary support and maintenance software for the PHA and provided a quote for Annual Support Maintenance from January to December 2025 for the Housing Agency’s Software and Online Training Class for New FSS Caseworkers in the amount of fifteen thousand five hundred thirty-three and 00/100 ($15,533.00) dollars, which is being recommended for approval by the Executive Director of the PHA; and
WHEREAS, funds are available in Account No. 5-25-56-899-001-813 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s); and
WHEREAS, Management Computer Services, Inc. has executed and notarized the County’s Business Entity Disclosure Certification for non-fair and open contracts required pursuant to N.J.S.A. 19:44A-20.8, which is attached to and made part of this resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the July 3, 2025 meeting of the Planning & Economic Development Committee and is being recommended to the PHA for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, by the Passaic County Board of County Commissioners that it hereby approves the request to purchase Annual Support Maintenance from January to December 2025 for the Public Housing Agency’s Software and Online Training Class for New FSS Caseworkers in the amount of $15,533.00; and
LET IT BE FURTHER RESOLVED, that the Passaic County Public Housing Agency Executive Director, Janice L. De John, is hereby authorized to take any other steps necessary to carry out the purpose of this Resolution; and
