RESOLUTION AUTHORIZING ACCEPTANCE AND EXECUTION OF GRANT AGREEMENT BETWEEN THE COUNTY OF PASSAIC AND THE HIGHLANDS WATER PROTECTION AND PLANNING COUNCIL FOR FY2025-2026 GRANT OF $100,000.00, WHICH IS STATE FUNDED, FOR THE OPEN SPACE & RECREATION PLAN AND FARMLAND PRESERVATION PLAN, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, the Highlands Water Protection and Planning Council (hereafter Highlands Council) has provided the County of Passaic with a FY2025-2026 Grant of $100,000.00 (copy of letter dated July 15, 2025 is attached hereto and made a part of this Resolution) for the Open Space & Recreation Plan and Farmland Preservation Plan Amended Plan Conformance Grant #09-033-011-1600, which is 100% state funded; and
WHEREAS, the County of Passaic Department of Planning and Economic Development is seeking authorization to accept the grant of $100,000.00 and execute the grant agreement between the County and Highlands Council; and
WHEREAS, this matter was discussed at the July 31, 2025, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic authorizes the execution of the Agreement between the County of Passaic and the Highlands Water Protection and Planning Council and the acceptance of the Open Space & Recreation Plan and Farmland Preservation Plan grant of $100,000.00, which is state funded; and
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, Chief Financial Officer, County Counsel, Director of the Department of Planning and Economic Development, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
