RESOLUTION AUTHORIZING ACCEPTANCE AND EXECUTION OF GRANT AGREEMENT BETWEEN THE COUNTY OF PASSAIC AND THE NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY FOR FY2026-2027 SUBREGIONAL STUDIES PROGRAM (SSP) GRANT OF $415,000.00, WHICH IS FEDERALLY FUNDED, FOR THE PASSAIC COUNTY URBAN CORE TRUCKING STUDY, PURSUANT TO N.J.S.A. 40:20-1.

WHEREAS, the County of Passaic (hereafter “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1, the Board of County Commissioners for the County of Passaic (hereafter “Board”) is vested with decision-making powers on behalf of the County; and
WHEREAS, the North Jersey Transportation Authority (hereafter “NJTPA”) has provided the County of Passaic with a FY2026-2027 Subregional Studies Program (hereafter “SSP”) grant of $415,000.00 (a copy of which is attached hereto and made a part of this Resolution) for the Passaic County Urban Core Trucking Study, which is 100% federally funded; and
WHEREAS, the County of Passaic Department of Planning and Economic Development is seeking authorization to accept the NJTPA for the SSP grant of $415,000.00 and execute the grant agreement between the County and NJTPA; and
WHEREAS, this matter was discussed at the July 31, 2025, meeting of the Planning and Economic Development Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40:20-1, that the Board of County Commissioners of the County of Passaic authorizes the execution of the Agreement between the County of Passaic and the North Jersey Transportation Planning Authority and the acceptance of the NJTPA FY2026-2027 Subregional Studies Program grant of $415,000.00, which is federally funded; and
LET IT BE FURTHER RESOLVED, that the Clerk of the Board, Chief Financial Officer, County Counsel, County Engineer, and the Director of the Board are authorized to take any other steps necessary to carry out the purpose of this resolution.
