RESOLUTION EXERCISING FIRST ONE-YEAR OPTION TO RENEW TO GHERELL OWENS AS CONSULTANT TO DEVELOP A STRATEGIC PLAN FOR DATA COLLECTION, CASE MANAGEMENT, AND INFORMATION MANAGEMENT SOFTWARE, PURSUANT TO N.J.S.A. 40A:11-4.1 ET SEQ.

WHEREAS, the County of Passaic (the “County”) is a government body incorporated pursuant to N.J.S.A. 40:18-1, et seq. and vested with all rights contained therein; and
WHEREAS, pursuant to N.J.S.A. 40:20-1 the Board of County Commissioners for the County of Passaic (hereinafter the “Board”) are vested with decision making powers on behalf of the County; and
WHEREAS, the Department of Human Services (hereafter “Department”) is an umbrella social service agency concerned with planning and funding services for disadvantaged and homeless citizens; and
WHEREAS, N.J.S.A. 40A:11-4.1 authorizes the County to utilize competitive contracting in lieu of public bidding for procurement of specialized goods and services, the price of which exceeds the bid threshold; and
WHEREAS, N.J.S.A. 40A:11-4.1(m) specifically authorizes the County to utilize competitive contracting for consulting services; and
WHEREAS, pursuant to N.J.S.A. 40A:11-4.3, the Board approved Resolution R-24-623, dated July 16, 2024, authorizing the Department to initiate the RFP process to hire a consultant to assist with data collection and development of best practices in food security; and
WHEREAS, on September 13, 2024, the Purchasing Agent unsealed responses to Develop a Strategic Plan for Data Collection Case Management and Information Management Software administered by the County Department of Human Services RFP-24-030 (hereafter “RFP-24-030”); and
WHEREAS, pursuant to Resolution R-24-879, dated October 8, 2024, the Board authorized an award of contract to Gherell Owens in response to RFP-24-030 for the period October 1, 2024 to August 31, 2025 with one (1) one-year option to renew in the amount of Twenty-four thousand nine hundred seventy-five and 00/100 ($24,975.00) dollars, pursuant to N.J.S.A.40A:11-4.1 et. seq.; and
WHEREAS, the Director of the Department is requesting that the first one-year option to renew be exercised to Gherell Owens in the amount of Twelve thousand three hundred four and 00/100 ($12,304.00) Dollars to develop a Strategic Plan for Data Collection, Case Management, and Information Management Software for a term of September 1, 2025, to August 31, 2026; and
WHEREAS, funds are available in Account No. G-01-41-818-025-213 or any other account that may be deemed appropriate by the Chief Financial Officer or his designee, and the availability of funds has been contingently certified by the Chief Financial Officer subject to sufficient funds being appropriated by the Board in the 2025 and/or subsequent years’ County budget(s), which is attached to and made part of this Resolution; and
WHEREAS, pursuant to N.J.S.A. 52:32-60-1, et seq., vendor executed the Non-Involvement in Prohibited Activities in Russia or Belarus Certification, attached hereto and made part of this Resolution, certifying the vendor is not involved in prohibited activities in Russia and Belarus, and the County confirmed vendor is not identified on the Specially Designated Nationals and Blocked Persons list created by the Office of Foreign Assets Control; and
WHEREAS, this matter was discussed at the August 5, 2025, meeting of the Health and Human Services Committee and is being recommended to the Board for approval; and
NOW, THEREFORE, LET IT BE RESOLVED, pursuant to N.J.S.A. 40A:11-4.1, et seq., the Board of County Commissioners of the County of Passaic (hereafter “Board”) hereby exercises the first one-year option to renew to Gherell Owens in the amount of Twelve thousand three hundred four and 00/100 ($12,304.00) dollars to develop a Strategic Plan for Data Collection, Case Management, and
Information Management Software for a term of September 1, 2025, to August 31, 2026, under RFP-24-030; and
LET IT BE FURTHER RESOLVED, that the Clerk to the Board, Director of the Board, and County Counsel are authorized to take any other steps necessary to carry out the purpose of this Resolution.
